Investigation On The Theory And Application Of Action Planning

This paper expounds the background of action planning through analyzing the realistic problems existing in present urban planning, constructs the concept and theory of action planning by combining relevant theories on economic management and public management, investigates the organization method for action planning and conducts empirical research on action planning via relevant cases.The paper is composed of three parts:Part 1 is the background research. In chapter one, the author systematically analyzes the development and existing problems of domestic urban planning and the aim and significance of the topic, elaborates the emergency and importance of constructing action planning theories and methods with Chinese characteristics, and at the same time decides the content, methodology and framework of the research in the paper.Part 2 is the theoretical basis research, including chapter two and chapter three, wherein the author constructs the concept of action planning, elaborates its characteristics and determines the relationship between action planning and other planning and scheming methods. Meanwhile, the author also states the theoretical basis for action planning and identifies the value orientation and key element system by borrowing and digging relevant theories and methods for analysis on economic management and public management.Part 3 is the empirical research, including chapters four, five and six. Based on the previous study, the author carries out systematic and overall investigation into the organization method and content of action planning, analyzes and comments on relevant cases, and conducts empirical research combing the Yujiapu project.This paper features its innovation in concept and theory as well as its empirical research. It serves as an inspiration for how to define the function sequence of action planning so as to deal adaptively with present planning system in the urban construction of China, for how to lay a theoretical basis by borrowing knowledge from relevant fields and for how to construct action planning methods adapted to the urban development features in China.
