Currently, big cities in China have been faced with severe air pollution. In the face of the deteriorating environmental situation, the Chinese government enacted The Environmental protection law of the People’s Republic of China on January 1,2015, which showed the government’s determination to solve environmental problems. China’s new policy for urbanization should attach importance to not only quantity but also quality. Now, China still lacks practical experiences in terms of low-carbon city construction, which has became the common pursuit of people all over the world.Urban and rural planning guide the development of the city, and regulatory detailed planning has designed to control and manage the development of city construction.Therefore, my thesis aims to combine the concept of low carbon into regulatory plan, based on contents and methods of regulatory plan implemented by China now. Firstly, the author attempted to collect and compare the theories of low-carbon concepts and regulatory plan. Secondly, by analyzing some cases about the development of low-carbon cities in western countries and reviewing the problems faced by China, we learned some lessons about low-carbon cities development. Thirdly, through the establishment of low-carbon concept practical path and the action mechanism of controllable factors in regulatory planning, we concluded carbon-reducing and carbon-sequestration paths in industry, transportation, and construction.Last but not least, the author provided some suggestions on Hefei science Island Regulatory Detailed Planning according to the research, hoping to make some contributions to both low-carbon planning in the future and low-carbon city constructions.
