Systematic Research On The Theories And Methods Of The Provincial Major Functional Region Planning

Promoting the building of the main functional areas(MFA)is a great strategy which was proposed by National outline for "11th Five-Years" plan,and the purpose of the strategy is to regulate the spatial development order,to optimize the spatial structure and advance the interregional coordinated development.While,Working out the major functional regional planning(MFRP)in both national and provincial scale is the important groundwork and measures to carry out the strategy.As a new type of spatial planning,the Provincial MFRP(PMERP)urgently entails both theoretical and methodological innovation in the academic field.Therefore,based on the practical and theoretical demands and the basic research on MFRP of Hubei Province by myself,the paper attempts to comprehensively study the PMFRP with emphases on theory and methods.And it follows the logical rout of systematic research,which is "what-why-how".The section of "what" is not only the base of working out plan but also the start point of the whole article,Which content includes(1)to analysis the meanings of some concepts related to MFRP and their relationships each other;(2)to ascertain the nature of MFRP and it's legal status in regional planning systems.In a word,this section is to deepen the basic cognition about the PMFRP.The section of "why" is to answer the question that why do we need to work out MFRP.Namely, it seeks the scientific bases and theoretical support of the necessity to develop the MFRP,and explores the important proposition in terms of the theory,which is MFRP is the certain option for optimizing the spatial structure and promoting the interregional coordinated development.The section of "how" is the bottom and the practical value of the whole article.It's primary content is to search after the theoretical and methodological systems of MFRP which includes the provincial major function oriented zoning(PMFOZ).Therefore,the paper is divided into six chapters,and the core content is from chapter two to five.Chapter1 is the introduction,which emphatically analyses the background of choosing subject and researching.It draws a conclusion that the subject has both strong practical and deep theoretical significance by analysis.As far as the research literatures is concerned,the foreign parts have some referenced significances,but they are also short of pertinence.On the other hand,the domestic literatures have strong pertinence,but it is only on the beginning process,and research content is relatively narrow,so it is lack of systematic character.In order to establish the academic criterion for further research,this chapter compares and defines some concepts related to MFA as well.Chapter2 is the research about the theoretical base of MFRP,which cut-in point is the analysis about the spatial supply and demand.On the base of constructing the model of spatial supply and demand,the author thinks that the most important cause of conflict between spatial supply and demand is the diversity of spatial demand and spatial scarcity.Moreover,the conflict will result in space structural imbalance.As space exchange and technical advancement can't resolve the spatial scarcity,the spatial structure unbalance can't be resolved by it.Therefore,the diversity of spatial demand is the unique cut-in point to resolve it,which is to optimize the combination of various spaces. Specifically speaking,to regulate rationally the supply of built spaces and protected spaces is the important measures to resolve the spatial structure unbalance,the former spaces includes city-space and transport-space,and the later includes rural-space and ecology-space.In another word,we need to establish MFA in order to optimize the spatial structure.Above all,the model of spatial supply and demand is one of the theoretical bases of MFRP,and it tells us that we should intensely integrate the MFRP with specific function regional planning(SFRP),because the relations between them is supplement and stimulation each other.The topic of chapter3 is MFRP and the re-building of Chinese regional planning systems. Antithesis and induction analysis ate the research methods in this chapter.As far as the nature of MFRP is concerned,the author thinks that it should be a strategic,basic and restrict spatial planning. Therefore,it should occupy the core position in the regional planning systems.But the National MFRP(NMFRP)can't take on this important role due to it's partial country principle.As a conclusion, the author suggests that we should integrate the NMFRP and National Land-use Planning into the National Comprehensive Development and Protected Planning,which can be oriented to the core planning in the whole regional planning systems.For a province,the PMFRP is the core planning. Besides,to reduce the local planning,to enhance the urban-region planning and the county planning, to strengthen the village and town planning,to perfect the law and rule system of planning,are all the measures to re-construct the regional planning system in future.The chapter4 focus on discussing the PMFOZ.Firstly,it summarizes the relative knowledge about spatial zoning.Secondly,it compares and analyzes some spatial regulation zoning.Thirdly,it emphatically discusses the workout theories and methods about the PMFOZ.The author suggests that the type of the FMA should be classified with respected with hierarchy and establish the FMA type system,which comprises Emphatic Development Areas(EDA)in national,Provincial and local scale, Optimized Development Areas(ODA)in national and provincial scale,Restrict Development Areas (RDA)in national and provincial scale and Forbidden Development Areas(FDA).Moreover,it thinks that the systems of indicators for zoning should be based on 3 factors which are regional Resource Environmental Carrying Capacity(R & ECC),development density and development potential etc. The method of zoning is a method cluster,which includes the integration of "bottom up" and "top down",the integration of qualitative analysis and quantitative analysis.At the end,it takes Hubei province as a case to test the applicability of above theories and methods,and it achieves the anticipative objective.How to workout the PMFRP is the topic of chapter5.The notions and methods,procedure and content framework are the core problem discussed by antithesis in this chapter.Based on the comparison among the traditional regional planning,the contemporary regional planning and PMFRP, the author thinks that:(1)the notions hold by PMFRP should include integrated planning, people-oriented,regulation by zoning and process management.(2)the negative planning,public participation and multiple target decision-making system based on GIS should all be the methods accepted by PMFRP.(3)public participation and dynamic management should be paid more attention during the working out.(4)the framework of PMFRP should mainly comprise four components,that is PMFOZ,planning by zoning,integrated planning of infrastructure and guarantee systems planning for implement.In detail,the planning by zoning should pay more attention to development orientation, development intensity,structure planning of city and town systems,spatial development regulation and industry development,etc.the integrated planning of infrastructure should emphasize particularly on some important facilities for exploring and utilizing water resource,comprehensive transport networks and power networks.Regional development policy,establishment of law systems and examination of the political achievements systems,dynamic evaluation and management,and performance of the mechanism to harmonize the relations among MFAs are all the components of the guarantee systems for planning implement.The main conclusions and innovation points are systematically summarized in chapter 6.What is more,it puts forward further research plans based on analyzing the shortcoming of the paper.The main innovation points are:(1)it builds the model of spatial supply and demand which establishes the theoretic base for MFRP.(2)it outlines a set of frameworks of rebuilding regional planning systems in short and long terms,with which MFRP is organically integrated.(3)it explores a set of relatively mature theoretic and methodology systems for PMFOZ.(4)it designs the framework of PMFRP by comparing ways in academic fields.Overviewing the whole article,the author states that PMFRP is a complicated system works due to lots of factors involved in it,however it has great practical value.The systematical research on it can't be accomplished by individual or in one day.so we should assist in dynamic research and extend the contents like perspective,methods and cases,which are also the key point of research in future.
