In the new historical period, China enters into the stage of quick urbanization, and the city scale is expanding rapidly. The former rural areas around the cities are quickly brought into the scope of city construction, and are evolved as urban fringes. Various factors which are favorable to the development of the city are embodied here, and are the important part of city economic construction. But at the same time, as two different administrative systems have been implemented for long term in urban and rural regions of China, and the development of administrative modes for the urban fringe scope lags behind the urban development, keeping the former color of rural control to a relatively large extent, many problems occur in the development process of urban fringes, which are seriously restricting the healthy development of the city. Administrative departments and academe are paying more and more attention to the existing problems of urban fringes.The thesis takes the urban fringes of Guangzhou as the study target. The reason is that Guangzhou is a large city of influence in the country, and a regional central city in South China area, which is of very important position in the country. But many existing problems in the urban fringes are restricting the development of the city, and the problems are generally representative. First of all, the article summarizes the concept, definition method, theory of space, characteristics of overseas and domestic urban fringes, and study achievement and theory for solving the problems of urban fringes comprehensively on the base of literature summary of study achievement on overseas and domestic urban fringes. Secondly, the thesis emphatically analyzes the existing favorable and unfavorable factors in the Guangzhou urban fringes, and the reason producing the unfavorable factor. Aiming at the existing problem, on the base of literature summary, utilizing the relevant theory of economics, science of management, science of planning, architectonics, and ecology, comprehensively utilizing the methods of system analysis, qualitative analysis, quantitative analysis, comparative analysis, consequence analysis, conclusion and summary, deduction and reasoning, etc, the scheme is proposed in the thesis for solving the problems on the aspects of policy, economy, planning, urban administration, and technological means, and the difficulties which might be confronted with in the course of solving the problems are analyzed. On the base of the above-mentioned study, aiming at the special properties and the difficulties for solving problems, the administrative theory for urban fringes is proposed in the thesis.1.Intergrowth theory. Because the scope of Guangzhou urban fringes is wide, the problems are of large amount and complicated, and there are many actual difficulties for solving the problems, it is proposed in the thesis that practical thoughts and scientific development conception paying attention to the truth should be set up for control of urban fringes,and promoting the orderly and harmonized control system of Guangzhou urban fringes,coexisting with the problems within a certain period, instead of eliminating within a short period, should be the target. Control on urban fringes should be carried out under the condition that the spread of problems is controlled and generation of new problems is stopped.2.Organic transform theory. The forming of urban problems is not formed in one day, and the solution of urban problems is also a long-term course. Being limited by manpower, material resources and financial resources, the transform of urban fringes cannot be carried out all-sidedly. It is proposed in the thesis that organic transform of urban fringes should be started in small important sections, of which the radiation can promote the transform of the whole urban fringes. Scientific and effective urban planning and control mode of it is necessary for the transform of urban fringes.3.Government– public interaction theory. The urban control should not be the isolated control by the government. The superincumbent single-direction control can no longer meet the demands of modern urban development. To mobilize, depend on and encourage the public to participate in the urban planning and the control of it, as a real effective solution for the existing problems of the urban fringes, is proposed in the thesis. According to the above-mentioned proposed instructive theory, it is creatively proposed in the thesis to guarantee the implementation of the theories with the auxiliary means of digital technology, and to combine the planning and urban control theory with technology. The specific implementation is as follows:1.To dynamically monitor the development of urban fringes adopting digital technology. According to the present special properties of wide scope and fast development of Guangzhou urban fringes, it is impossible to monitor the city with manpower. It is proposed to monitor with digital technology for controlling the problems in urban fringes promptly and all-sidedly, to restrain the spread of the problems and to stop the generation of new problems, for establishing foundation for the transform of urban fringes.2.To assist the establishment of urban planning adopting digital technology. At present, the problems of incomplete basic information of the city and breaking away from the reality exist in the establishment of urban planning. It is difficult to give correct guide for the development and transform of urban fringes in the practice. Aiming at the"One-Map Control"thinking for the establishment of Guangzhou urban planning, it is proposed in the thesis to set up unified platform and system for planning information for realizing effective establishment of urban planning in the unified large system.3.To assist the control of urban planning adopting digital technology. At present, administration exceeding authority and multi-head administration in the control of Guangzhou urban planning are the important reasons for the many problems in the urban fringe construction. There are flaws in both external and internal control of urban planning. It is proposed in the thesis to set up unified high-effective electronic government and standard office automatization system adopting digital technology to guarantee the effective implementation of planning control.4.To assist implementing the public participation and supervision of planning control adopting digital technology. Urban planning and control with public participation is the development trend. At present, an important reason for the fact that the public positivity is not mobilized extensively in Guangzhou is that there is no an effective way for the public participation. It is proposed in the thesis to realize the most public participation and supervision adopting means such as network, etc.The emphasis of the study is the exploration of practice combining theory. The study value is of important practical significance, and will provide reference for the planning control of the Guangzhou urban fringes and other large cities of the country.
