In recent years,with the integration of GIS and RS technology,many cities in China have started to set up their geo-spatial framework.In this process,the concept of digital city has gradually been paid attention to by Baita District Government of Liaoyang,Liaoning.As a vast system engineering,the construction of digital city has become the leading and developing trend of the development of the city's science and technology and information,and also the new impetus of the urban economic development.At the same time,Digital city management system,which is developed with the advent of digital Earth concept,is a multi-dimensional,information-based and automated management system based on GIS and RS technology.In this process,the concept of digital city was gradually taken seriously by the govern ment of Baita District,Liaoyang City,Liaoning Province.As an old heavy industrial b ase in Northeast China,due to the rapid development of the city,the increasing popula tion density and other factors,many tasks in the process of urban development of Liao ning Province include urban road planning and site selection of various facilities,de molition of illegal buildings,renovation of cottage areas,and so on,the original urban management model has been difficult to meet the needs of the government and the pe ople's thirst for the city now.Therefor,it has been an urgent need for the establishment of a digital city management system.This paper mainly focuses on the current research background and current situation of the digital city management system,and gives a brief description of the design principles,objectives,implementation plans and the significance of the system development.Then,the paper introduces some key technologies in the development of Digital city management system,including web GIS technology,ARCIMS Technology,arcxml Technology,remote sensing image processing technology and ground building extraction technology based on remote sensing image.Aiming at the remote sensing technology in the digital city management system,the building outline extraction technology based on the remote sensing image of Baita District,Liaoyang City,Liaoning Province,and the multi-scale segmentation technology of remote sensing images have been mainly introduced in the paper.Among them,the contour extraction technology of the ground building,mainly adopts the algorithm of the combination of the regional feature and the edge information,that is to realize the pre segmentation of the objects by using the mean shift multiscale segmentation algorithm;Then,we use the Otsu algorithm to follow up to achieve the removal of the objects in the image.Then,the morphological algorithm is used to optimize the segmentation result,and the effective separation of the road with the color characteristic and the spectral characteristic of the building is realized.In addition,some three-dimensional reconstruction process is explained briefly in the reconstruction of the building's contour.
