Taking Wuxi city of Jiangsu province as an example, it is studied that the effects to ecological environment and threats to the ecological safety of the city in the process of urbanization by analyzing features of the social and economical development and evolutional process of urban land-use and ecological environment situation,. On the basis of the study and the theories of urban land-use and ecological city, this article puts forward a set of measures to realize a sustainable development between the ecology, the economy and the society for Wuxi city. The contents are as follows:I. Construction of an ecological city and the expansion of urban land-use:It mainly elaborates the basic theory of the construction of an ecological city and the expansion of urban land-use, reviews the historical background of the construction and development of an ecological city, the development process of the ecological city construction both at home and abroad. It also describes the theoretical grounds and basic means of the construction of an ecological city, and the mutual relations between the expansion of land-use and regional economy. In consequence, it discusses the theory of operating an ecological city, the main content of constructing an ecological city, the principles and classification of land use and expansion. In the mean time, it gives a detailed description of land expansion and use in the city both from the angle of ecology and economy.II. Change in the layout and evolution in the structure of Wuxi city's land-use:It gives a brief introduction of the basic situation of social and economical development of Wuxi city, mainly elaborates the history and current situation of the construction of the city and its expansion of land-use, and the features of structural evolution of the city. Finally, on the basis of the evaluation of the current situation of land-use in the city, a mechanism is put forward for regulating the land-use layout.HI. Analysis and evaluation of the land-use expansion in Wuxi city from theangle of ecological environment:In this chapter, a series of ecological problems are analysed and evaluated which brings up in the process of the expansion of land-use of Wuxi city in the angle of nature, society, and environment and so on. It constitutes the evaluation index of the ecological environment is put forward for the city.IV. Study on the principle of Water Resources Ecological Footprint:The Ecological Footprint (EF) offers a cheap and rapid natural capital appraisal for nations with which human demands can be compared with nature's available supply for human use. The ecological footprint is an accounting tool that can aggregate ecological consumption in an ecologically meaningful way. It gives us, therefore, a realistic picture of where we are in ecological terms. But unfortunately, it doesn't incorporate freshwater use into Ecological Footprint by Wackernagel, that's a great limitation on the assessment for water resources sustainable development. After analyzed the fresh water's characteristics, based on WackemagleFs EF model, the seventh account is studied, defined and summarized, the three crucial parameters including Global Average Yield for freshwater, Yield Factor for freshwater, Equivalence Factor for freshwater are confirmed, calculated. At the same time, the calculation methods for freshwater also are defined, the freshwater account is combined to Wackernagel's EF model.V. Qualified EF model evaluation of Wuxi city's sustainable development and ecological safety:The qualified EF model is used to assess the sustainable development condition on Wuxi City from 1998 to 2002; also, the freshwater EF is used to assess the sustainable development of water resources from 1998 to 2002. The results show that the seventh account for water resources is reasonable, which proves the freshwater EF model can be used to assess the sustainable development of water resources, and can do well in the qualified EF model. At last, an analysis of the main factors hindering the sustainable development of the city and elaboration of the various factors threateningthe ecological safety of the city are also given. Finally, the countermeasures are put forward.VI. Analysis of the effects on Wuxi city's ecological environment in the process of urbanization:With the speeding urbanization of Wuxi city, the effects on green land, water environment, human health, the sinking of the ground level and the heat island effect in the process of urbanization are analyzed and discussed, worsening environment of the city are pointed out and countermeasures are put forward against the variousinfluencing factors.W. Study on the relation between expansion of urban land-use and flood riskThe relation between expansion of urban land-use and flood risk are analyzed, evaluation of flood risk derived from urban land-use is analyzed. Based on those analyses, flood control planning of Wuxi City is deduced, and the relation between flood disaster and land-use of Wuxi city is also discussed.VD. Suggestions on Wuxi city's land-use layout within the limits of ecological safety:Though analyzing various problems which brings up in the process of urbanization, it elaborates further on the land-use layout mechanism of Wuxi city within the limits of ecological safety, discusses the relations between the urban land-use expansion and ecological safety and puts forward the way and related measures of urban land-use expansion within the limits of ecological safety.
