Study On The Planning Strategy Of Urban Disaster-Prevention Space System

Population, resource, environment and security are the four factors of worldwide sustainable development. Although sustainable development is mentioned to a high level, the importance of security has not been fully realized and legal ensured in city development. As the improvement of urbanization, complication of urban function, expanding of population, disorder of eco-balance, slow developing of traffic infrastructure, natural and artificial intrusion for city made urban disaster-prevention (especially in old city) more and more serious. If disaster happened, the urbanization and sustainable development of this city will be seriously destroyed. So the city's disaster-prevention level is becoming a symbol of city competence ability. Some experts have appealed that all society should strengthen urban disaster-prevention stratagem, push the comprehensive countermeasure, improve the disaster-prevention ability. One of the most important goals of urban development in the 21st century is safeguarding the city's security. The research on urban disaster prevention is not only mainly about the architecture standard, but also aims at spatial distribution of city and architecture different function system, space planning and design with nature. So the significance of urban disaster-prevention system planning is very obvious. This article is mainly about efficiently and harmoniously planning and developing urban space from view of disaster-prevention. Some main points are as follows: (1) Analysis of disaster-prevention space concept Considered from actuality, we found some conflicts between urban space developing and disaster-prevention. Put forward the concept of urban disaster-prevention space from the view of spatial structure and physical space. Thought about the disaster-prevention function of physical space and pointed out space character and space form. This concept made up the limitation of traditional research and point out the main range of urban disaster-prevention space system involved in this article. (2) Disaster-prevention space system foundation and its planning principle This part discussed the different layer of urban disaster-prevention space system planning, ensured its status in urban planning and urban disaster-prevention, proposed its main contents, planning procedure, basic principle. (3) Countermeasure of disaster-prevention space system planning This part studied the strategy in detail on different level. On the macro-level, the disaster-prevention ability of urban general space structure is focused from the view of region and city itself; On the middle-level, at the base of Japan and Taiwan's experience and in favor of disaster management, urban emergency space system involving of different function space system is put forth, then discussed actual form of each function system on city-scale, district-scale and community-scale; On the micro-level, development of urban disaster-prevent facilities space system is also...
