There are two working state of photoelectricity theodolite widely fixed on modern shooting range: one form is fixation, the other is movemnt. Groundwork theodolites are widely adopted in home, theodolite is built in immovable groundwok seat, which is specially designed according to definite azimuth geography coordinate based on the need of shooting range stand. Because groundwork adopting ferroconcrete structure is chosen in advance, drive error of theodolite working on it is very little and can be ignored. This fixing fashion can make instrument to balanced wok and to minish measure error. But modem weaponry need instrument precision more and more nicety, agility more and more fine, lying stand and brigading web swiftly. Because of adopting fixed groundwork, position of every observation station is immovability, agility of instrument is poor, singular fixed stand can not meet the need of modern equipment. Movement stand is that photoelectricity theodolite is fixed on vehicle plane, theodolite works on vehicle plane and frees of geography location limit. Photoelectricity theodolite fixed on vehicle plane technology is brought for the sake of meeting this need. The technology can satisfy real-time measurement and track in different site, different time ,and its nice agility can fit to the swift reaction ability of army.The paper dissertates development survey of foreign photoelectricity theodolite, emphasizes important status of vehicle plane technology application to outside trajectory, puts forward scheme of vehicle plane system, expatiates composing principle of photoelectricity theodolite.It designs a set of noncantact position measuring system for measuring error of vehicle plane, introduce in detail its constitute and working principle. It builds coordinate and their correlations of photoelectricity theodolite. It presents measuring principle and different working , analyses all kinds of error affecting on photoelectricity theodolite, such as track error,shafting error, orientation error, non-synchronization of time error etc, presents their error effect formulae.It discusses in detail all kinds of oscillate influences on vehicle plane. It analyses static errors and dynamic errors, calculates vehicle plane every parts static and dynamic steel and bend distortion effect .It discusses testing means and testing equipment to oscillation, puts forward disposal means to oscillation data, fetches oscillation model of vehicle plane, does predigestion and coupling to all kinds of oscillations. Its brings forward data processing means, discusses estimate means and spread rule of random error and system error, presents error equation, validates adequately by theory analysis combining practice, obtains a great deal experiment data, finds change rule of vehicle plane error.
