Nowadays the multiple target measurement is becoming a focus of research all over theworld and has broad prospects. This paper introduced a photoelectricity measurement systemwhich is used to track and measure multiple targets of cluster missile. The system has thepeculiarities of working in danger area, need high quality on imaging while requiring a big fieldof view, superior difficulty on both real time and afterwards processing of multiple targets. Inallusion to the difficulties, some measures described in the paper are as follow.1. The theodolite is designed to work without person in short range while it can becontrolled in central station by wireless communication.2. By using the technique of split joint outer fields of view, the theodolite has high qualityon imaging and big field of view.3. Designed the envelope mode to realize a smooth tracking of multiple targets.4. First came the processing data of a single station to separate the trajectories of multipletargets, and then compute data of both stations.
