In the course of ocean exploration, a large amount of data is collected, which includes remote sensing image, buoy and cruise data, and data from fishing production. On the one hand, marine spatial-data are multi-sources due to the diversity of spatial data collection methods such as measuring, surveying, collecting from literature, and obtaining remote sensing data and so on. On the other hand, with regards to different data collection methods and management systems, spatial data is stored and exchanged in different formats. Data format has large difference for different data acquiring method and different data presenting method, for instance, remote sensing data, vector data, DEM, and charts. All these bring in difficult problems to Seamless Integration of Multi-source Spatial-data. However, Seamless Integration of Multi-source Spatial-data has its unexampled advantages in the collation, application, updating and spatial information service of data resource and information resource. The method of Seamless Integration of Multi-source Spatial-data was brought forward based on COM technology in this paper. Seamless Integration of Multi-source Spatial-data ActiveX component was developed and used in the Maritime Management Information System. Different GIS spatial data was converted into part of GIS seamless data by data middleware and hence data loading and new data adding can be fulfilled in a more efficient and effective way by the expanding interface.The key task of marine functional zoning is the division of marine functional zones. The current zone-dividing method lacks quantitative analysis because the division of marine functional zones is estimated by experts based on large amount of data. Sea area has natural and social attributes, either quantitative or qualitative. This paper established a fuzzy comprehensive evaluation model to analyze sea area based on fuzzy logic. In the need of spatial analysis by using the fuzzy comprehensive evaluation model to assess sea area, the paper use ArcGIS software to assess the mariculture zoning in Qingdao coastal waters.The paper represented the advantage of COM development, analyzed marine multi-source spatial-data and attributed data organization and used GIS COM component to development maritime management information system based on multi-source spatial-data. The system can integrate multi-format raster data such as tiff, geo-tiff, bmp, jpeg, img(Erdas) and so on, multi-format geospatial vector data dgn,sde,dwg,tab,mif,e00,shp and so on and multi-format attributed data such as Sql server, Oracel, Access, Excel and so on. The system has a lot of functions including information browse, information query, spatial analysis, seamless integration of multi-source marine spatial data, statistics, report auto-generating, electronic and automated of sea area use application, examination, approval and registration. It can also display Jiaozhou Bay pollutant dispersion dynamically.
