Man-Earth Areal System is a Complex Open Giant System which is the core of geographical study.It is constituted by Natural Environment and Artificial Environment. With the development of productivity, human activities have more and more strong influence on Geographical System (GS), so Artificial Environment is being the important object of study and research. In the studies of regional sustainable development, Geographical System Engineering (GSE) is an effective methodology which is mainly about the spatiotemporal evolution law of GS. At present, the study in this field is still in its primary development period, and there is little research references about scientific computing of GSE.In this paper, a Scientific Computing Framework of GSE combining characteristics of GS and productivity development stages is provided, as well as an implementable research flow of regional GSE study. This framework has colligated general scientific computing achievements and the pattern of GSE which is described respectively as"Endogenous Evolution plus Responses Rules of Input to Anticipant System Status". The framework is constituted by six parts: the extraction and measurement of GS state variables, coded quantization of mutational input, geographic complex model formulation, model solving method on computer and sample design due to geographic features, software implementation, and visualization of geographic state and geographic model. However, little work has so far been done on these aspects especially part one, part two and part four, so they are the main research contents. In this paper, an epurate and measurement flow based on Geographic Similarity Criterion and Meta Synthesis is expressed as"functional requirement - variables selection - variable measurement", which can provide more transparent geographical data for model resolving. In part four, a modified after-effectless Markov assumption is provided to solve the problem of geographic variables'different temporal-spatial scales in geographic complex model. By cross-sectional or time-series data extraction according to regional geographic system analysis, the essential geographic features, spatial difference and temporal trend based on geographic similarity, can be expressed in the calculation parameters of the geographic model. In addition, though there is only one set of geographic state, by means of related state variable threshold setting, regional geographic system endogenous evolution model and response model for external input are estimated.Northeast District is a nice area for the preliminary study on GSE scienctific computing because it is a relative independent natural unit, and there is some external input such as foundation establishment construction led by the State. In this paper, by taking a space cell of Prefectural Level and an average time interval of three years, the main relationship model among Industry System, Population System, Cities and Towns System, and Foundation Establishment System are discussed. Experimental and demonstrative results showed that this GSE scienctific computing framework and the main solutions to GS essential features are scientific and practical. The National Trunk Highway System construction can promote the regeional GS development. In the recent years, main influence is in the Harbin-Dalian City scroll and after 2010 this active influence will especially be in two wings. And on the other hand, these effects will reflect obviously after more than three years.In this research, creative achievements can be summarized as follows: 1) A Scientific Computing Framework of Geographical System Engineering is developed for solving the extraction and measurement problem and the variable coefficients regression estimation of geographic complex model. 2) An implementable research flow of regional Geographical System Engineering is developed and proved to be effective by the case study in Northeast China. 3) The foundation establishment construction led by the State can promote the industry development, but it is a more than three-year hysteretic nature. So drawing up a lead foundation establishment plan is very important.
