In the same time, China should consider this project at a high-level of nation stratagem because it isn't an isolated project but a macrocosm and guiding tactic aim.Digital land project is one of important parts of digital earth, moreover land management information is one of main routes of nation's land resource information, therefore land management information is it's precondition and means of realization of digital land project.Technology information, especially spatial information technology referred to land management, is developed very quickly now. Spatial information technology appears a globe, whole and virtual trend and makes almost all operations of land resource management modernization. Remote sensing supplies a great large of high precision image data about land resource, the combination of GIS and general database technology boosts up deal and management ability to land resources, network technology's development and WEBGIS makes data transmission, accessing, release easily, the rise of data warehouse and data mining technology makes users get key information and knowledge quickly and efficiently, the application of office automatic technology based on workflow and knowledge greatly improves working efficiency of land management, the amalgamation of virtual reality, database and GIS, makes digital earth and digital city visible. Based on these technologies, information work pertaining to our country's land management have make great progress in recent years, and it play an important role in using the limited land resources and promoting resources and environment sustainable development. But high-level system construction has been lack chronically and information construction varies form each other in different places, as a result, land data in built information system can't be effectively exchanged, which is not convenient to data share and social service. So it is urgent to resolve the information problems about the operations of land management by using advanced information technology means.The paper probes into the research scheme of land management information system by the numbers and in the round and enters into it's developing strategy at a high-level. It is consists of below-mentioned main points: Firstly, promote land resource system's high-speed development by constructing standards, demonstrating experimental units, reinforcing at all levels land management department and units' information construction and driving the realization of land management modernization by means of information. Secondly, offer society wide and in-depth information service by system integration and conformity of land resource spatial foundational information. Thirdly, moreover, the paper expatiates the collective scheme based on the strategy research, analyzes the information content which comes down to data collection, office and data management, business disposal and data output and so on, offers a new land information system constructing model which adopts the integration of OA,MIS(or DDS)and GIS by the support ofGIS,GPS,RS,DBS,ES technology.Finally, the paper sums up research results and practicing experience coming from five projects (or experimental units) which the penman took charge of or took part in ever. these five projects (or experimental units) separately emphasizes particularly on five aspects: the realization scheme of information, data collection, management, service and application.
