Research On Improving The Capacity Of Primary Medical And Health Services In Rural Areas Of Guiyang Under The Background Of Rural Revitalizatio

The report to the 19 th CPC National Congress proposed to implement the rural revitalization strategy,and the report to the 20 th CPC National Congress further proposed to comprehensively promote rural revitalization.Without the revitalization of the countryside,there will be no great rejuvenation of the Chinese nation.The construction of a healthy countryside is an important part of the rural revitalization strategy,and only by vigorously developing rural health care can the health foundation of rural revitalization be firmly established.Led by the new medical reform policy and guided by the health poverty alleviation action with poverty eradication as the engine,rural health care in Guiyang City has been emphasized and developed,infrastructure construction has been improved,and the initial formation of rural three-tier medical and health service network has been made,but the situation of constant weakness of rural grassroots has not been reversed,the operation of graded diagnosis and treatment order has been hindered,and the problems of expensive and difficult access to medical care for rural residents still exist.Therefore,exploring how to realize the improvement of rural primary medical and health service capacity in Guiyang City is related to the life and health and fundamental welfare of rural people,and is a proper meaning to comprehensively promote the rural revitalization strategy.Based on the above-mentioned research background and practical predicament,this study,based on the systematic review of relevant academic researches at home and abroad,applies the theoretical knowledge of new public service,effective supply and value co-creation,and takes the rural revitalization strategy as the entry point to first analyze the basic status of rural primary health care service capacity in Guiyang since the rural revitalization strategy was proposed,and finds that while the service supply capacity has been improved and resource allocation has been gradually improved,the service efficiency has not been improved.Therefore,the questionnaire survey method was further used to understand the specific service supply situation for rural primary medical and health institutions and the specific service demand situation for rural residents.Through the above analysis of the basic current situation and the specific situation of supply and demand,it is found that there are problems in resource allocation,health insurance system,basic drug system and vertical integration system in the structural service capacity,problems in residents’ access to medical experience,contractual service relationship and identification of people’s needs in the process service capacity,and problems in effectiveness and performance management in the result service capacity of rural primary health care services in Guiyang.Finally,on the basis of the above description of the current situation and problem analysis,the countermeasures and suggestions for improving the capacity of rural primary health care services in Guiyang city are discussed,and the strategies are elaborated in four aspects,namely,optimizing service provision capacity,enhancing demand attraction capacity,improving organizational growth capacity and improving performance output results,in order to realize the effective improvement of rural primary health care service capacity in Guiyang city in the context of rural revitalization strategy,and to promote the steady implementation of rural revitalization strategy in Guiyang city.
