Empirical Study On The Supply Efficiency Of Rural Medical And Health Service To Rural Revitalization

With the perfect complement of the battle against poverty,China has started a journey of all-round rural revitalization.Peasantry is the subject of rural revitalization,while the supply efficiency of rural medical and health services directly affects the health undertaking of peasantry.Therefore,in the process of promoting the national strategy of rural revitalization,rural medical problems,as a weak link restricting rural development,need to attract great attention.Although in recent years,the country’s attention to the rural medical and health undertakings are constantly increasing,under the support of relevant policies,rural medical and health undertakings has entered a rapid development period.Although the national investment in rural medical and health services is increasing,the output of rural medical and health services,the efficiency of services is still unsatisfactory,and “the difficulty and high cost of getting medical service” is still one of the problems of rural residents.How to effectively use rural medical and health resources,avoid or reduce the coexistence of insufficient resources and wasted resources,so as to improve the efficiency of rural medical and health service supply and boost the realization of the strategic goal of rural revitalization,will be the key to the next reform of medical system and the development of medical and health undertaking.Therefore,in this background,it is important to research the supply efficiency of rural medical and health service to further optimize the use of government financial funds and the allocation of rural medical and health resources,so as to further promote the efficient development of rural medical and health undertakings to facilitate the smooth implementation of national strategy of rural revitalization.Based on this,firstly,this thesis use public policy analysis theory,welfare economics,economic analysis of efficiency in different periods,and the theory of space social development to get the mechanism for rural medical and health services to promote rural revitalization.Secondly,based on the data of 28 provinces from 2009 to 2018,after selecting input index and output index,this thesis use the data envelopment analysis(DEA)to measure the supply efficiency of rural medical and health services.Thirdly,the entropy TOPSIS method is used to measure the level of rural revitalization.Finally,the threshold panel model is used to analyse the threshold function of the rural medical and health service supply efficiency towards rural revitalization.The results of research show that:(1)The level of the supply efficiency of rural medical and health services has been on the rise in the past decade.In the same time,the difference of the supply efficiency of rural medical and health services has narrowed,after excluding economic,cultural and demographic factors.(2)Unbalanced development of rural revitalization and uncoordinated rural revitalization are the main problem in China’s rural areas.There are great differences in the level of rural revitalization among different provinces,and the level of rural revitalization in the central,western,northeast and eastern regions decreases sequentially.Besides,among the five requirements for rural revitalization,the level of effective governance is relatively low.(3)With the increase of local government investment in medical care and health care,the promoting function of the supply efficiency of rural medical and health services towards rural revitalization will be more remarkable.The situation is also the same with the improvement of the cultural level of local rural residents.According to the above theoretical analysis and empirical results,this thesis gives the following suggestions.First,improve the investment level of rural medical and health resources.Second,steadily promote the propaganda work of medical and health education.Third,improve the rural medical insurance system.Through the implementation of the above measures,continuously improve the supply efficiency of rural medical and health services,so as to boost the realization of the rural revitalization strategy.
