According to September 27 th,2021,eight ministries and commissions jointly issued "Guiding Opinions on Promoting the Management of Hospital Safety Order",which emphasized the importance of optimizing the queue order of hospital outpatient service. At present, the types of patients who enjoy priority in hospital outpatient service include patients who have made an appointment, patients who return to see a doctor for the second time, some pregnant women and elderly vulnerable patients, soldiers who have the right to enjoy priority in medical treatment as stipulated by the state or relevant departments, and special talents. The participation of different types of priority patients makes the fairness of ordinary registered patients decline sharply, and optimizing the existing hospital outpatient queuing strategy has become a research hotspot. With the promotion and optimization of the national medical reform, the "three advantages and one disadvantage" of some large hospitals have become more severe. The phenomenon of "three long and one short" means that it takes a long time to pick up a number, wait for a doctor to see a doctor, and take medicine for examination, while doctors spend a relatively short time to check and see patients. As a result, patients’ satisfaction with hospital services is reduced, and the relationship between doctors and patients is easy to be strained. These phenomena reflect that there are still many problems in the queuing strategy used in hospitals.First of all,the classification of priority is not specific, and the definition of ordinary and priority patients is vague.Secondly, some priority patients jumped the queue at will when the hospital outpatient service was called, which made the current situation of medical treatment more chaotic.Combined with the normal management of the epidemic situation, the hospital outpatient service belongs to a special location, and the queuing of patients needs to be further optimized. Therefore, after analysis and research, this paper puts forward a more universal entropy weight adaptive priority queuing strategy, which is helpful to improve the comprehensive satisfaction of patients and improve the order of hospital visits, which is also the purpose of this paper. The research contents of this paper are as follows:Based on the data of orthopedic outpatients in a hospital in Quanzhou in 2018,this paper makes a modeling study on the normal limited priority strategy adopted in this hospital to analyze its advantages and disadvantages. After analyzing a practical example of normal priority policy,it is found that it has poor adaptability in the face of complex queuing environment. In recent years, some scholars have proposed a dynamic priority queuing strategy. With the increasing number of priority patients, the universality is even weaker. After investigation and study, this paper puts forward an entropy weight adaptive priority queuing strategy.Through the data accounting of an example, several queuing strategies studied are compared and verified by simulation technology, and the hospital’s different conditions are simulated in multiple dimensions to find a more suitable queuing strategy. The simulation results show that the entropy weight adaptive priority queuing strategy can improve the status quo of hospital queuing, which provides a reference for other hospitals to optimize the queuing in the future.
