Objective: To use the on‐site survey, Delphi and the methods and theory of Queuing Theory, to analyze each queuing system model application examples of outpatient medical service process which in order to allocate health resource reasonably and shorten patient’s waiting time, the process of treatment was optimized.Methods: By way of Delphi expert consultation method, the paper determined the allocations of clinical service guiders, and allocations in the department of main internal medicine, department of main surgery, department of gynecology and obstetrics,department of pediatrics,E.N.T. department, department of ophthalmology and department of stomatology, offering theoretical reference guidance basis for outpatient nursing administration; on‐the‐spot investigation of registration and cashier, department of dermatology general outpatient, blood collection room, injection room, department of ultrasound examination, department of radiology, ECG room, MRI,medical staff services patients in the whole process of working hours was measured with a stopwatch, which estimates the number of patients in the hourly service, Queuing theory theory and methods to simulate the queuing system, a mathematical model, resulting in the queuing system operation indicators, and then get a reasonable allocation of health resources, with health resources to provide the scientific basis for the clinic managers and even hospital administrators.Results:1. The standard of the outpatient nursing allocation for every position is as followed: number of patients versus service guiders:(500~600):1; number of patients in internal medicine department versus nurses in internal medicine department is (170~210):1; number of patients in department of surgery versus nurses is (150~210):1; number of patients in department of gynecology and obstetrics versus nurses is (100~150):1; number of patients in department of pediatrics versus nurses is (90~120):1; number of patients in department of stomatology versus nurses is (140~190):1; number of patients in department of ophthalmology versus nurses is (100~150):1; number of patients in E.N.T. department versus is (100~150):1.2. The reasonable allocation of the registration and cashier at a.m. was34,the reasonable allocation at p.m. was26; The reasonable allocation of department of dermatology general outpatient at a.m. was21,the reasonable allocation at p.m. was15; The reasonable allocation of blood collection room at a.m. was5,the reasonable allocation at p.m. was2; The reasonable allocation of injection room at a.m. was2,the reasonable allocation at p.m. was2; The reasonable allocation of department of ultrasound examination at a.m. was6,the reasonable allocation at p.m. was3; The reasonable allocation of department of radiology on CR was1,the reasonable allocation on DR was2; The reasonable allocation of ECG room at a.m. was2,the reasonable allocation at p.m. was1; The reasonable allocation of MRI was3.Conclusion: In the outpatient medical service system, to use the Delphi and the theory and methods of Queuing theory, combined with on‐site survey data, we can draw the optimal allocation of health resources. The rational utilization of the Queuing theory software can sample the computing largely, bring the convenience to the actual applications, but also it is provided scientific basis for managers to allocate the health resources.
