Objective: Through selecting relevant evaluation indicators,it aims to construct a system of indicators suitable for evaluating primary hospital’s TCM informatization service capabilities in Jilin Province.Based on that,evaluate the selected Chinese medicine clinics,and analyze the current shortcomings of primary hospital’s informatization service capabilities in Jilin Province,explore strategies to improve the level of this kind of capabilities in Jilin Province,and provide a theoretical basis for the decision-making of relevant health administrative departments.Methods: The methods used in this research include literature survey,questionnaire,and expert consultation.Factor analysis and AHP were used during statistical analysis.Data analysis is completed with Excel 2019,SPSS 22.0 statistical software,and RStudio 1.1.456.Select secondary indicators that can reflect the informatization service capabilities of grassroots Chinese medicine clinics through literature research.Based on this,design questionnaires and distribute them to the heads of Chinese medicine clinics.Use factor analysis to reduce the dimensionality of the indicator to extract the first-level indexes and form an evaluation index system;through expert consultation,each level of index importance is scored,and the analytic hierarchy process is used to calculate the weight of each index,and then the comprehensive score of the information service capability of the basic TCM clinics in Jilin Province is calculated.Results: 1.Three first-level indicators are extracted from 11 second-level indicators,and the cumulative variance contribution rate of each common factor reaches 80.418%.According to the variable information contained in the common factor,the three first-level indicators are named,and the variance contribution rate is ranked from large to small in the order of service capability,infrastructures,and management mechanism.2.The weight values of 3 first-level indicators and 11 second-level indicators are calculated.The judgment matrix has passed the consistency test(CR<0.1).The weight values of the 3 first-level indicators are 0.279(service capability),0.627(infrastructures),0.094(management mechanism).3.The comprehensive score result shows that the average comprehensive score of each TCM clinic is 81.43,and the comprehensive score of most TCM clinics is higher than 60(accounting for 95.21%),and the score difference between the highest and lowest-ranked TCM clinics is 59.98;From different perspectives,the average score of serviceability has scored 81.43 points,which is the highest.And the average score of basic conditions is the lowest,78.86 points.From different locations,Liaoyuan City has the highest average score of 84.01 points,and Songyuan City has scored 79.6,which is the lowest.Conclusions: 1.The research has established a comprehensive evaluation index system for primary hospitals’ informatization service capabilities in Jilin Province.The first-level index is composed of service capability,infrastructures,and management mechanisms.There are 11 second-level indicators.Experts believe that among the three first-level indicators,infrastructures are the most important,service capabilities are the second,then is the management mechanisms.2.With a lot of efforts,Jilin Province’s grassroots TCM informatization has achieved certain results;infrastructures is the shortcoming of Jilin Province’s grassroots TCM informatization service capabilities;the difference of TCM informatization service capabilities among various cities is not significant,but it varies in different evaluation dimensions;there is a large gap between the scores of the highest-ranking and the lowestranking Chinese medicine clinics,which shows the unbalanced development between them.3.To improve the grass-roots TCM informatization service capabilities,the TCM management department should give top priority to strengthening the basic conditions of basic TCM clinics,focus on improving the professional capabilities of practitioners,improve the information management system,assessment,and incentive system of TCM clinics,and strengthen the connections between TCM clinics in the province. |
