Research On The Evaluation Model Of The Synergy Capability Of Close Medical Association

The Medical Association is a consortium composed of many different levels of medical institutions through various contact methods such as property rights,management,technology,and agreements.Through the integration of different levels of medical institutions,the purpose of integrating medical resources is to provide residents Continuous,integrated and coordinated health services.According to the close degree of cooperation and the degree of cooperation between the member units in the medical union,the medical union can be divided into three types: close,semi-tight and loose.Among them,the medical institutions within the semi-close and loose Medical Association are loosely connected,and the degree of mutual cooperation is relatively shallow,and the purpose of resource integration cannot be achieved.The close Medical Association is directly organized by core hospitals or established through mergers and other forms.Medical institutions at different levels and categories use property rights as a link to establish a unified management platform that can integrate human,financial,and other resources within the Medical Association.Carry out unified planning,investment,management and allocation,and continuously improve the efficiency of resource allocation.According to the different characteristics of the three types of Medical Association and the spirit of the national medical reform related policies,the research object of this article is determined to be the close Medical Association.The close Medical Association is a complex system with a multi-level structure formed by multiple connections,multiple subjects,and multiple elements,with the upper and lower hospitals as the main body.For a complex system such as the close Medical Association,on the one hand,collaboration is the most potential way of value creation and growth,and the level of synergy is the key to whether the internal resources of the system can be reasonably and effectively allocated;on the other hand,close medical The daily operation and management of the consortium is bound to be a very complicated project,which requires the relevant management personnel of each member unit and each business unit to participate and strengthen coordination.Therefore,it is necessary to evaluate the synergy of the close Medical Association.Based on this,this paper builds an evaluation index system for the collaborative ability of the close Medical Association,Analytic hierarchy process(AHP)is used to determine the weight of index,and takes a typical close Medical Association in Guangzhou as an example to verify the rationality of the index system.The main contents are as follows:(1)By analyzing the system characteristics of the close Medical Association,it is proposed that the Medical Association is a complex non-linear system far from equilibrium,and also has self-organizing characteristics.Study related documents of Medical Association collaboration,and analyze the application of synergy theory and organization structure theory in Medical Association management.On this basis,drawing on the domestic and international evaluation indexes of synergy capabilities,the literature evaluation method was used to select the evaluation indexes of the close Medical Association capabilities.Then use the expert consultation method to screen and refine the indicators.After removing the unreasonable indicators and modifying some of the indicators,five first-level indicators including information collaboration capabilities,strategic collaboration capabilities,collaborative relationship management capabilities,resource collaboration capabilities,and external collaboration capabilities are formed.,10 second-level indicators,35 third-level indicators of the tight Medical Association collaborative ability index system.(2)AHP is used to determine the index weights.First,12 experts are invited to score the relative importance of the two indicators at the same level,and then the data of the scoring table are summarized to form a group decision matrix,which is calculated sequentially according to the group decision matrix The weights among the three levels of indicators are shown.(3)Based on the previous research,taking a close Medical Association in Guangzhou as an example,the comprehensive fuzzy evaluation method is used to evaluate the synergy capability of the Medical Association.According to the evaluation results,the synergy ability of the Medical Association is "Good" level,which is in accordance with the field investigation.This shows that the evaluation index system and fuzzy comprehensive evaluation method proposed in this paper for the collaborative capability of the close Medical Association can evaluate the situation of the collaborative capability of the close Medical Association more objectively.The index system has certain rationality and practical value.
