| With the continuous advancement of the new medical reform,in recent years,various departments have successively issued documents requesting public hospitals to optimize and adjust the existing performance appraisal system,which shows that the current performance appraisal system of public hospitals in my country still has major imperfections.The specific performance is based on cost accounting.The two-level evaluation model of hospitals and departments.The evaluation system focuses too much on profitability and cannot meet the state’s requirements for public welfare and social benefits of public hospitals and cannot meet the long-term development of hospitals.At the same time,driven by profit,public hospitals sometimes harm the interests of patients.Therefore,the reform of the performance appraisal system of public hospitals is imminent.The S hospital introduced in this article has long adhered to the traditional performance appraisal model,but because it does not meet the government’s development requirements for public hospitals,the hospital leaders attach great importance to this and realize that it should conform to the national policy guidance and be guided by public welfare.Performance appraisal changes.Therefore,this article uses expert interview method,Delphi method,analytic hierarchy process and other methods to try to use the more novel RBRVS theory to construct a new performance appraisal system for S Hospital.Based on the performance appraisal system of RBRVS,it is first necessary to determine the number of RBRVS points,which can be obtained through localized transformation based on the RBRVS points in the United States.The points can reflect the difference in technology,risk,and resource consumption of different operation projects,thereby reflecting the difference in workload.The summary of the RBRVS points of the department can be used as the basic data for performance appraisal.At the same time,at the hospital level,the auxiliary assessment indicators with KPI as the guiding ideology are used to score,and finally the RBRVS points are multiplied by the auxiliary assessment indicator score rate to conduct comprehensive performance evaluation.This assessment system can better solve the problems of S Hospital’s original assessment system,meet the requirements of public welfare and social benefits,pay attention to the improvement of workload and service capabilities without excessive pursuit of economic benefits,and is conducive to the sustainable development of the hospital.This article attempts to build a performance appraisal system based on RBRVS for S Hospital,including the determination of RBRVS points and the determination of auxiliary appraisal indicators.Then,the urology department of S Hospital is used as an example to perform calculations to show that the appraisal system is scientific and operable.It can effectively promote the development of S Hospital. |
