| With the gradual deepening of medical reform in public hospitals,fierce competition in the medical market and the operating pressure of public hospitals,the management needs of public hospitals have been changed urgently.Modern hospital management requires the reform of public hospitals to pay more attention to the improvement of technical service value and increase the sense of the people.Which requires the use of performance appraisal is a management tool,based on the quality and efficiency as the core of balanced development of the internal distribution mechanism,as well as characteristics of public welfare of public hospitals,and to meet the needs of the masses of the people,and inspire the inner motive power of medical workers,establish a stable and orderly modern hospital medical environment,develop the hospital sustainable development space.In view of the current situation of public hospitals in China and the problems in the reform process,this paper makes an in-depth analysis on the relative value evaluation system based on resources based on the RBRVS and the establishment of medical services.In this paper,using literature research,case study and investigation study method,in view of the problems existing in the traditional public hospital performance evaluation,for example,based on the RBRVS accord with the actual situation of A public hospital performance appraisal system.The principle emphasizes the workload performance,embodies the technical value of medical workers,stimulates the initiative of medical workers to improve the quality of medical service,and highlights its value orientation.The design idea not only applies the RBRVS to the performance assessment of the medical department,but also applies the ideas of RBRVS to the performance appraisal of the management function department.According to the actual situation of A public hospital,according to different departments,different levels and different working properties,the content of performance assessment is designed,which is specific and practical.According to the operation mechanism of social benefit and economic benefit of Chinese public hospitals,a localization process is required for the performance appraisal system based on RBRVS.This requires gradual reforms,and requires immediate effect on the operation of the performance appraisal for all-round monitoring,analysis of the performance appraisal feedback correction and the bias,form accords with the situation of China’s public hospital performance management theory system. |
