In recent years,the global and China's economic growth rate has been declining year by year.As the decline of China's economic growth rate,the influx of private capital into the banking industry has intensified,and the quality and value of human capital have become a significant factor for banks to improve their competitiveness.The competition between the banking industry is more and more manifested as competition for excellent talent resources.The advantages of talent resources are related to the future development potential of commercial banks.Under this background,optimizing human resource allocation is significant for commercial banks.The meaning.The Industrial and Commercial Bank of China Guizhou Branch was affected by the original state-owned enterprise system.It also faced widening gaps in the industry,declining deposits,and significant decline in peer competitiveness.There were some problems in the internal human resource management configuration,which restricted the profitability of ICBC Guizhou Branch and improvement in market competitiveness.This paper combs and reviews the relevant literature on human resource allocation at home and abroad and the theory of human resource allocation.Then it summarizes the current situation of human resources allocation in the branches of ICBC Guizhou Province.It compares and analyzes the branches of provinces from the perspectives of age,education and post.Human resource structure,human resource structure of 9secondary branches,staffing efficiency of each secondary branch,and regional allocation of the four major banks in Guizhou Province.Through research and analysis,this paper finds problems in human resource structure,adaptability,and labor combination,and points out three main reasons: unclear strategic planning,unclear division of powers and responsibilities,and imperfect training mechanism.The human resource allocation problem proposes specific optimization strategies,includingstrategic management of human resources,organizational structure adjustment and optimization,introduction and cultivation of human resources and improvement of incentive.Finally,this paper proposes the staffing optimization plan and corresponding measures for the GS Bank Guizhou Branch in the next three years.It is hoped that the research in this paper will eventually promote the GS Bank Guizhou Branch to optimize its human resource allocation and ultimately enhance its competitive advantage in the banking industry.
