As market competition is aggravating, the pressure which the enterprises faces is getting bigger and bigger, if enterprises want to sharpen its competitive ability in the fierce market competition, the integration and utilization of the resource must be strengthened. Human resource as the impetus of integration and use of the resources are becoming the "first resource" in the development of enterprises. As the core of human resource management, human resource allocation research is increasingly attracted the attention of people. The allocation efficiency level of human resource will directly affect the utilization ratio of human resource, and thus will affect the labor productivity and economic efficiency of enterprises, so the research on allocation efficiency of human resource is particularly important.This paper takes allocation question of enterprise human resource as research object. Based on the related theories of human resource, the overall quantity and mobility of enterprise human resource, the type, education and age structure level of human resource, the quality level of human resource, the cost of human resource and the benefits below the existing human resource allocation model are analyzed to determine its role in enterprise human resource allocation efficiency. Based on this, from quantity configuration, structure configuration, quality configuration, benefits and costs of five aspects, the efficiency evaluation index system of enterprise human resource allocation is build. Compared with other evaluation methods of human resource allocation, the principal component analysis method is selected to evaluate the efficiency of enterprise human resource allocation. According to the allocation efficiency index system of enterprise human resource, using principal component analysis and SPSS software, the human resource allocation efficiency of thirteen enterprises in nitrogen fertilizer industry is evaluated, the principal component and its weight is obtained, according to the results of comprehensive evaluation, the allocation condition of human resource of thirteen enterprises in nitrogen fertilizer industry is analyzed. Finally, the upgrading ways of the allocation efficiency of enterprise human resource are proposed in this paper, which provide the basis for the effective allocation of enterprise human resource.
