With the development of economy and society, the city power network is undergoing the upgrading of the intelligent construction, and the advanced equipment inevitably requires the advanced management mode to adapt to it.. As early as the end of the last century, the electricity sector into the process of reform, ZBGD electric power supply company also in this vigorous reform tide has experienced from a planned economy to market economy era leap and transformation, but reform is not successful is not complete. With the further release of the vitality of the market economy, ZBGD power supply company management standard has not adapted to the new situation, new changes and new development, especially from the angle of the allocation of human resources management, there are still lag mode of human resources, management mode of aging, further affecting the growth performance and improvement of the company’s overall performance, restricting the further development of the enterprise. Therefore, do not meet breakthrough the shackles of the human resources management of old mode of the productivity development, comprehensive optimal allocation of human resources, with the establishment of the business people and post matching model,for enterprises in the increasingly fierce competitive environment enhance overall competitiveness, achieve healthy and sustainable development, is of great significance.A state-owned monopoly of power supply enterprises is the research object of this paper ZBGD power supply company, due to the current of the type of enterprise human resources optimization allocation of research is less, this paper will be on this kind of state-owned enterprise human resources optimization configuration is designed to provide a good reference. This paper will be written in accordance with the idea of the problem: solving the problem.. On the basis of a lot of literature research, the relevant theories of human resource management and human resource optimal allocation are described.. Through field visits and interviews with the staff, the state of human resource allocation of ZBGD power supply company of overall thoroughly, to find that there are six aspects: structural shortage of personnel, education level is not high, professional distribution, personnel lack of liquidity,the unbalanced age structure, people post does not match. Through the analysis of these problems, that six reasons causing these problems: on the human resources management understanding insufficiency, the organizational structure set unscientific, lack of resource allocation in the market operation mechanism, the lack of scientific and effective post evaluation; employee post training and development is not enough; lack of scientific and standardized performance evaluation system.The author optimizes the human resource management disposition of ZBGD power supply company, and highlights the practicability and comprehensiveness, especially in the design of the power supply company.. Optimization programs include: optimize the organizational structure, the increase of human resource supply and demand prediction of link,improve the job analysis, optimizing the recruitment system, optimize the performance evaluation system, optimize the salary incentive mechanism, strengthen the construction of career development channel seven design scheme. At the same time, in order to ensure the effective operation of the measures, and puts forward the establishment of Department of human resources management, guide to establish the optimal allocation of human resources concept, to strengthen the management of human resources training, give full play to the information management system as the auxiliary function, enhance the building of enterprise culture, five security measures.
