In the enterprise operating resource system,human resource is a necessary component.If the enterprise wants to win in the fierce market competition,it must improve the level of human resource management.The improvement of the level of human resource management depends on the evaluation of the efficiency of human resource management.The current human resources management in some state-owned enterprises in the work still remain in the single level of personnel management,evaluation and decision-making layer on the effectiveness of human resource management work is not paid much attention to human resources management,the company had not good goals of unity,restrict the sustainable development of enterprises.This paper is based on the HJ hydropower company,basic theories and perspectives by management,economics,decision science,using the method of literature research,interviews and other research methods,starting from the definition of the basic concepts of human resource management efficiency,this paper expounds the present situation of human resource management of HJ hydropower company,points out that human resource management in company the problem of staffing unreasonable,unscientific performance evaluation and incentive compensation etc..On this basis,based on the fuzzy comprehensive evaluation model,the evaluation index system of human resource management effectiveness is built,and the effectiveness of HJ hydropower company's human resource management is evaluated.The company's final score is 68.64,and the efficiency of human resource management is at a medium level.Based on this,from the understanding,strengthen the effectiveness of human resource management and improve the human resources planning and recruitment mechanism,increase the company's human resources training and improve the company's compensation and performance management,attention to corporate culture and employee occupation career management etc.to put forward suggestions on improving the effectiveness of human resource management of the company.The innovation of this paper is: To evaluate human resource management of HJ hydropower company,the goal of human resource management and unified development strategy,to enhance the effectiveness of the company's human resources management,enhance the market competitiveness of enterprises,improve the visibility of the enterprise is very important.At the same time,it has become the key basis for the company to make important decisions,thus effectively protecting the realization of human resources strategic management objectives in the internal and external environment.
