Analysis Of China's Government Data Open Policy Based On Two-dimensional Analysis Framework

With the rapid development of information technology,the era of big data has ushered in,and data has become one of the most valuable resources in the present era.With the Awakening of public participation consciousness,people's demand for data isincreasing,and the opening of government data comes into being.Countries have entered the process of opening up government data.Compared with the developed countries,China's government data opening work has not started early,has not yet establisheda sound policy system..By establishing a two-dimensional analysis framework,this paper quantitatively analyzes and evaluates the content of government data opening policyin China at the national level from the dimension of policy tools and the dimension of data life cycle,analyzes the policy characteristics,development trends and shortcomings of policy formulation,and puts forward relevant policy suggestions.Based on the policy tool theory of Rothwell and Zegveld,this paper takes the data life cycle theory as a sample to collect and screen The 21 government data opening policies at the national level,takes the independent sentences in the policy text as the content Analysis Unit,carries on the content coding under the analysis framework and the class,Form a whole and partial balance of the content encoding table.On this basis,the use of policy tools and the coverage of the data life cycle are counted..Through the frequency statistical analysis,the qualitative policy is presented objectively in a quantitative way,so that we have a clearer understanding of the content and characteristics of the existing policy.The research shows that the government data opening policy of our country takes into account the supply type,environment type and demand type,and also involves all stages of the data life cycle.However,the excessive use of supply-oriented policy tools,the minimal role of environmental policy tools,the significant absence of demand-type policy tools and the imbalance in distribution at all stages of the data life cycle require us to enhance the radiance of environmental policy tools,adjust the structure of the use of supply-oriented policy tools,and increase the use of demand-oriented policy tools,The structure of the three types of policy instruments has been adjusted to balance and improve the use of policy tools at all stages of data in order to promote the breadth and depth of data openness in our government.
