| This paper discussed the government policies of opening up data and the cooperative relationships among the government policies of opening up data,in order to obtain the law and trend of the government policies of opening up data,draw the attention of the government to the movement of opening up data and provide some reference value for establishing a coordinative scheme of the government policies of opening up data in our country.This paper used the methods of literature calculation and factor analysis to study and analyze the coordination of the government policy of opening up data through the co-word analysis,cluster analysis and multi-dimensional analysis of text contents of policy literatures.By collecting the text contents of government policy of opening up data at home and abroad,we used Python to grab high-frequency words from texts of policies and got maps of core vocabularies.Then we carried out co-word analysis of the core vocabularies and got the core vocabulary matrix.Consequently,we conducted cluster analysis and multi-dimensional analysis of the core vocabularies and finally tried to formulate a cooperative scheme for the government policy of opening up data.The core conclusions of this study are: first,this paper studies the cooperative scheme of the government policies of opening up data and analyzes the coordinative effects of key words in the text contents of government policy of opening up data,which are different from that of foreign countries.The key words of high frequency in the text contents of government policy of opening up data in our country are big data,information,construction,data and service,development and application;second,according to the high frequency of the vocabularies,policy objectives and policy frameworks,this paper formulates a cooperative scheme of government open data policy(PD-OD),which is centered on the text contents of government policy of opening up data and focused on the construction of the "discourse order" of the policy. |
