In the era of big data,data has become the most valuable public resource in the whole society.The government collects and stores a large amount of data in the process of its functions,becoming the largest data owner in today's society.These data cover all aspects of public production and life.The government has opened up these data and has a very significant role in promoting public participation,data reuse value,government service level,social and economic growth,and national comprehensive competitiveness.Since January 2009,open government data has originated in the United States,and countries have paid attention to the open data movement.Hundreds of countries and regions including the United States,Japan,Canada,and South Korea have gradually invested in open government data platforms.under construction.Since 2012,China has also joined the boom of the open government data movement.Beijing,Shanghai and other places have built China's first batch of open government data platforms.By the end of 2018,46 provincial and municipal open government data platforms have been established.Each portal has data on economic construction,urban construction,credit services,resources and environment,education and technology,road transportation,public safety,health and wellness,cultural leisure,and people's livelihood services.The data publish units include auditing offices and archives of various provinces and municipalities.The bureau,the forestry department,the cultural hall,the energy department,the public security department,the education department,and the finance department can browse and open the open data through registration and registration,and the related APPs that provide services for the general public are gradually logged in.The major platforms have brought convenient and efficient data services to the public.However,China's open government data work has not yet been built,and there is still no open government data portal site at the national level.There are large gaps in development levels among local portal websites,unclear internal responsibilities of various government departments,and more cohesive links in all aspects of open work.Poor,open data quality is not high,the government's propaganda and promotion is not enough,resulting in the public's low degree of reuse of data,the value of open government data has not been greatly reflected.In view of this,this paper hopes to standardize the publish process of open government data from the macro guidance to the specific implementation level by introducing the data life cycle model.This paper is based on the research results of open government data by domestic and foreign scholars,through the open government data and data.The relevant definitions of the life cycle model are elaborated.Based on the three evaluation indicators of readiness,execution and influence proposed by the open data barometer,the existing problems of open government data in China are summarized.Finally,based on the data life cycle model,the process of opening government data is proposed.Divide it into set goals,data filtering,modeling and descriptive data,defining URIs,using standard vocabulary,data transformation,provision of machine access data,portals for selective publishing,government data open licenses,publicity open data,management data,assessment and other 12 links,through these links to improve the current level of China's open government data quality,improve China's ranking in the open data barometer,and promote the operability of China's open government data practice,for areas that have not yet opened government data Provide certain guidance and reference,provide evaluation basis for platforms that have open data,and improve the application value of open government data.
