Nowadays,with the increasingly fierce global economic competition,the competition among enterprises has evolved from the competition of assets resources to the competition of human resources.As an important means of human resource management,performance management is particularly important to build a comprehensive and effective performance management system,which is the key to maintain the core competitiveness of enterprises.After A company is transformed from A public institution into an enterprise,if it wants to improve the work efficiency and enthusiasm of scientific and technological personnel,it is urgent to optimize the existing performance management system to improve its survival ability in the market competition.First of all,based on the research and development enterprises,A science and technology personnel of enterprises as the research object,the application of performance management related theory,the characteristics of science and technology personnel and on A based on an investigation of the current situation of the enterprise performance management,using the methods of questionnaire and interview,put forward currently A several key problems of the enterprise in the aspect of performance management,performance counseling is not comprehensive,performance appraisal cycle is unreasonable and unscientific performance evaluation indicators and performance feedback mechanism is not sound.Then in view of the above problems,combining the theory of performance management,performance management system is optimized for A enterprise,emphasize the strategy of A enterprise performance management and the principle,mainly reflected in the four aspects:in the performance management for effective performance in the whole process of the guidance,improve the performance appraisal process and the inspection circle,the goal of performance evaluation indicators,and the use of performance appraisal results.The last but not the least,in order to make sure the smooth implementation of the optimized performance management system and accomplish the desired effect,this paper proposes relevant safeguard measures:change the attitude of managers and employees towards performance management,timely feedback and application of performance results,establish and make full use of channels of appeal.With the above measures,the enthusiasm of scientific and technical personnel can be better mobilized,the performance of scientific and technical personnel can be improved,the professionalism of enterprise A's management can be enhanced,and the optimized performance management plan can be implemented and play the greatest role.At the same time,it provides scientific and meaningful reference for the performance management of similar research and development enterprises in the future.
