In recent years,the separation of clinical to public health services and department division in China’s maternal and child health(hereinafter referred to as MCH)institutions is getting more prominent,leading to problems such as many departmental collaboration,difficulties in information sharing and long clinic time.The statement that “department allocation should be integrated with focus on service target” is proposed in the new edition of Implementing Regulations on Evaluation Standard of Top Grade MCH Hospital.Some institutions have begun to make attempt on "department system" reform.This paper focuses on the function orientation of MCH institutions,based on the theory and policy of "department system" reform,and aiming at optimizing the medical procedures and improving the utilization efficiency of health resources and the overall service effectiveness.It puts forward the reform ideas of a municipal MCH institute,and evaluates the effect through a reform practice,analyzes the results and existing problems,and puts forward the targeted solutions,providing reference for other MCH institutions.The reform effect is analyzed from six aspects: clinical health referral service,average clinic time,three days diagnosis rate,operations and quality indicators,public health service and employee evaluation.The results showed that the departmental reform has a positive effect on optimizing procedure,internal collaboration,integration of medical and public health services,and information sharing.There are still problems in exploring “department system” reform.For example,clear responsibilities and explanations should be given to all “health departments” and functional departments at the beginning of reform;departments should be set up and adjusted reasonably on real situation;more efforts should be put on the training and introduction of talents,especially to the heads of all “health departments”.It is unnecessary to set up the “family planning service department” independently,whose duties should be divided scientifically and reasonably in a better way.
