Since the reform and opening up,China’s medical and health system reform has made remarkable achievements,but there are still some situations that do not meet the needs of contemporary social and economic development.The internal operation of the hospital adopts the traditional organizational structure,and increasingly deeper contradictions gradually emerge.It has affected the reform of the medical and health system.These problems and shortcomings have become obstacles and bottlenecks in the development of public hospitals in internal management and institutional settings,which need to be resolved.It is of great significance to carry out big department system reform in public hospitals to promote the sustainable development of hospitals and comprehensively improve the living standards of the people.Taking Lishui Maternal and Child Health Hospital as an example,through literature research and case analysis,the problems existing in department setting and operation were summarized.it is mainly management level,poor internal coordination and communication skills,and low efficiency.The service level cannot be improved,the duties of the department are unclear,and the department is swollen.It also analyzes the motivation and feasibility of big department system reform.In order to analyze the motivations of these problems,and using the comparative research method,and referring to the advanced practices of big department system reform of the Third People’s Hospital of Yangzhou City,the paper puts forward suggestions such as setting up department functions,streamlining departments,cultivating management talents,establishing responsibility mechanisms,and establishing supervision mechanisms.The innovation of this paper is to analyze the reasons for the urgent need for big department system reform of Lishui Maternal and Child Health Hospital from the actual situation,and to analyze the problems arising from the reform of the large-scale system in the grassroots public hospitals.Put forward corresponding reform ideas,make recommendations on management models,and design practical and operational implementation plans.
