Due to the increasingly serious environmental pollution of present-day society,it has become an inevitable trend that nuclear power which is a clean energy source will be widely used.However,the nuclear fuel is highly radioactive and will have a severe impact on the surrounding environment and the biosphere when leak happens.Therefore,it is necessary to provide effective audio and video communication means and scientific reference data for the on-site emergency when a nuclear accident occurs,which provide a guarantee to stop further deterioration.However,the existing domestic emergency communication system for nuclear power plants is not perfect at all,which includes low-level communication means,unreliable link,weak disaster-tolerant ability and different management platform.Therefore,it is of great significance to set up an emergency communication system which has the characteristics of high efficiency,integrated management,unified dispatching & commanding,rapid deployment during emergency conditions.Based on the current situation about nuclear power plants in service,we confirm the construction requirements of the emergency communication system during nuclear accident conditions.Secondly,according to the requirements analysis,we put forward the construction solutions and technology means of emergency communication system based on IP network architecture.In addition,we have analyzed the new model through fault-tree reliability analysis method and proved that the system is satisfied with the requirements of emergency response,rescue command,real-time environment monitoring after nuclear accidents,and provides the scientific reference basis for dispatching decision of emergency rescue.
