Responsible departments are supposed to make timely and accurate determination of the nuclear accident emergency mode, start emergency response organizations quickly, make decisions and issue operational instructions after the nuclear accident happens. Effective decision-making can control the radiation pollution, reduce the personnel exposure, rescue the patients damaged by radiation timely, and release information to the public at the right time. Due to the large number of organizations involved and wide range of areas during the process of nuclear power plant emergency. In the absence of a suitable response to ensure the decision-making can be carried out smoothly, it will be difficult for the decision-making results to arrive at a settlement or the illusion of consistency will be caused by the polarization.The research’s core of this thesis is the interaction between decision-making individuals, to explore how the decision-making results become consistent and observe the time of convergence to a consistency and effect under the guidance of the different consultation size, different style of leadership, public opinion and the information dissemination noise.The article uses the theory of collaborative decision-making, Analysis on The nuclear power station accident emergency collaborative decision making process in the environmental constraint, policy makers and the decision-making process. We use the multiple main unit complex system modeling method, and the abstract expression of decision-making main unit between the exchange rules. Analysis on related factors on the negotiation result influence, The construction of the dynamic decision model. Using NetLogo simulation tool, Analysis of different influence factors under the control of the situation, include making changes and polarization phenomenon occurrence principle.This study focuses on the decision making process in the main unit for conversion between rules, the modeling and Simulation for other decision problems, and to guide the nuclear accident emergency decision has certain theory significance and the practical significance.
