Areas along the Yellow River in Inner Mongolia is important energy base,including the six cities of Hohhot,Baotou,Erdos,Bayannaoer,Wuhai and Alashan.As the transit surface water resource in Inner Mongolia,the Yellow River is the agricultural irrigation water for the Bayannaoer Hetao Plain,an important source of water for industrial waters such as Wuhai,Baotou and Erdos.With the continuous growth of the industrial economy in the Yellow River region of Inner Mongolia,The shortage of water resources has become a limiting factor for the sustainable economic development of the Yellow River region in Inner Mongolia.In order to resolve the contradiction between water resources and economic development,water rights trading came into being.Water rights trading may also pose certain risks while satisfying the demand for water resources in the industrial development and improving the income of agricultural water rights of the Yellow River region in Inner Mongolia.Analyzing the potential risks in the process of water rights trading and taking measures to avoid risks by government,which has important significance for improving the water rights trading marketThis paper analyzes the total water resources,water use structure and water resources carrying capacity of the six cities in Inner Mongolia,which explains the resource background conditions of water rights trading in the Yellow River area in Inner Mongolia,Based on the analysis of the development of water rights trading in the Yellow River area in Inner Mongolia,introducing the positive of water rights trading.By analyzing the main way of water rights trading in the Yellow River area of Inner Mongolia,that is,replacing industrial surplus water with industrial investment,indicating that water rights trading in this way may cause potential risks in terms of return water quantity,water quality,ecological environment and farmers' economy.and explain the reasons for the risk.combined with the domestic Dongyang Yiwu water rights trading case,and the water rights transactions in the United States,Australia,Chile and other foreign countries,analyze the risks and government regulation experience,which provide experience for the smooth development of water rights trading in the Yellow River region of Inner Mongolia.Based on the above analysis,which provide ideas for the government to formulate policies and improve the water rights trading market.Continuous improvement of the agricultural water rights security system through government regulation,improvement of the public participation mechanism of water rights trading,and improvement of the water rights trading compensation mechanism can not only improve the water rights trading system,but also regulate the water rights trading market behavior in the Yellow River region of Inner Mongolia.it also provides protection in water resources for sustainable development of the economy along the Yellow River in Inner Mongolia.
