Agriculture, rural areas, farmers, the traditional "three agriculture" problem has long been deeply affects the development of China. To effectively solve the problem of "agriculture, rural areas and farmers", realize the agricultural modernization, scale, intensive, the premise and the key is the transfer of rural land.At present, the rural land circulation is less desirable, because the subject of rights is not clear, the region has not been a lot of land ownership, so that the land transfer has been very limited. By 2015, the central document clearly emphasized that "on the basis of the implementation of the rural collective land ownership, the right to contract farmers to stabilize and liberalize the land management rights, land contract management rights allow financial institutions to mortgage financing"; the third plenary session of the 18 "decision" in the form of the file also clearly affirmed farmers property rights, giving the right to operate the mortgage contract, guarantees and shares features. Therefore, to further accelerate the land ownership, land is essential to promote the circulation, which is currently agricultural problems of China to be solved.Based on the property rights theory, principal-agent theory, scale economy theory as the instruction, from Chifeng city with the current situation of rural land circulation, through to the Balinzuoqi land approval work comprehensive investigation and analysis, to study the land equaling to the important role of promoting land circulation, and puts forward policy Suggestions on the contracted management of land right verification work.This article is divided into six chapters, the first chapter is introduction, introduces the research background and research significance of rural land circulation, domestic and foreign research dynamic, the choice of research method, this paper innovation points and technical route. The second chapter illustrate the related concepts and the circulation of rural land property rights and its theoretical basis, basic category specific divided into rural land circulation of rural land property rights and relevant concept definition and theoretical integration. The third chapter introduces the problems of rural land circulation of rural land ownership.
