Research On Problems And Countermeasures Of Rural Land Circulation In Sihui City

Land is an important wealth.To promote the construction of a new socialist countryside,the construction of modern agriculture and the integration of urban and rural areas must rely on land,and the land issue is the core of the "three rural" issues.At present,the circulation of the contracted management right of rural land in our country is carried out on the basis of equality and voluntariness of farmers and in accordance with the principle of "separation of the three rights" of land ownership,contract right and management right.The thought of "separation of three powers" is an important breakthrough and innovation in deepening the rural land system in our country.In 2015,the document "Opinions on Guiding the Orderly Circulation of Rural Land Management Rights to Develop Moderate Scale Management of Agriculture" was issued,proposing to insist on collective ownership of rural land and to realize the "separation of the three rights" of ownership,contract and management rights.Since the 19 th National Congress of the Communist Party of China,the issue of rural land circulation has been raised to an unprecedented height.The report clearly proposes to consolidate and improve the basic rural management system,deepen the reform of the rural land system,improve the "three rights and separate" system for contracted land,maintain the stability of the land contract relationship for a long time,stabilize the land contract relationship and ensure the effective advancement of the land circulation.Under the background of the "three rights" separation reform,the extension of the second land contract period and the implementation of the rural revitalization strategy,it is very necessary to study the rural land circulation and standardize the rural land circulation.At present,Sihui City is establishing a demonstration county in Guangdong Province to push forward the construction of a new socialist countryside.Therefore,actively promoting the circulation of rural land is of great significance to the development of land value,the realization of sustained income increase of farmers,the promotion of agricultural industrialization and the realization of rural revitalization.By using the methods of literature research,statistical analysis,field survey and so on,and combing the basic situation of rural land circulation in Sihui City,this paper finds that there are mainly the following problems in the process of rural land circulation in Sihui City: land demand,unclear price information,imperfect development of intermediary service agencies for land circulation,irregular land circulation,less land flowing to new agricultural management entities,increasingly serious land abandonment,and lack of effective policy promotion and guidance.The main causes of these problems are: inadequate ideological understanding,the need to strengthen the promotion of large-scale land,imperfect policies and regulations,lack of market-oriented circulation platform,insufficient ability of village-level organization leaders,and inadequate protection of the rights and interests of landless farmers.Therefore,according to the problems existing in the rural land circulation in Sihui City,the following countermeasures are put forward according to local conditions: to promote the land circulation work,the main countermeasures include the following aspects: to strengthen the government's public management service function,to improve the land circulation management mechanism,to cultivate the land circulation information center platform,to strengthen the support of diversified capital investment,and to cultivate the scale management main body.
