Rural Land In Qiqihar City Problems And Solutions

With the in-depth development of China’s industrialization and urbanizationprogress, a large number of farmers transfer to non-agricultural industry and urbanareas for job opportunities. Consequently, the large amount of idle land becomes anoutstanding problem and adversely affecting the development of agricultural.Circulation of rural land managerial right can effectively solve this problem, it canimprove the land use efficiency and realize the upgrade of the industrial structure ofagricultural and play an important role for the development of modern agricultural.Qiqihar is an important commodity grain production base in China and series ofmeasures were adopted to promote the circulation of rural land managerial right.However, such circulations are slowly development for many reasons and this impedesthe agricultural modernization procedure in Qiqihar. This paper focus on the issuesexisting in the circulation of rural land in Qiqihar and combines the reality happened inthis progress. Furthermore, corresponding solutions are proposed and strongly supportsa more reasonable rural land circulation structure.This paper elaborates the connotation and necessity of the circulation of rural land.By literature research and review and also investigation, this paper gives a generaldescription on the rural land circulation status in Qiqihar and summarizes thecharacters and evaluates the results. Problems on the circulation of rural land areidentified as followed. First, circulation is the shorter period. Second, administrativeintervention snatches the dominant position of the farmers in land circulation. Third,land circulation disputes have increased. Four, pulling effect of agricultural entities isnot enough. Fifth, a high degree of farmer aged.This paper focus on four aspects,policy on rural land circulation is not complete, service system for rural landcirculation is immature, the development of rural social security system is inadequate,the transfer of surplus labor force is quite difficult. Solutions are proposed out of theaforementioned fours aspects, which are strengthen the policy support and guidance, improve the service system for rural land circulation, promote the transfer of thesurplus labor force in rural areas and improve the social security system in rural areasand etc.
