The Establishment And Application Of The Performance Appraisal System For Public General Hospital Based On Balanced Scorecard

Objective: Constructing the balanced scorecard performance appraisal target system for public general hospital and evaluating performance situations of three hospitals from year 2003 to 2006 with the synthetic evaluation system. Methods: Taking the elementary theory of balances scorecard as the instruction, unifying the theories about domestic and foreign in performance appraisal of enterprise and hospital, using the Delphi law and the analytic hierarchy process, to establish the target system and determine weight of all levels, and using the synthetic index method, the TOPSIS method and the efficacy coefficient method to do a synthetic evaluation for three hospital's situation in year 2003 to 2006. Results: Has constructed set of science, practical public general hospital balanced scorecard for performance appraisal, including patient, flow, innovation and study , and financial dimension 4 first level targets, 13 two level targets, 48 three level targets. 2. The result of synthesis index method is: the A and B hospital's best performance is in 2005, from year 2003 to 2004 are the A surpass the B, from year 2005 to 2006 are the B surpasses the A; The C hospital's best performance is in 2006. 3. The result of TOPSIS and the efficacy coefficient method are consistent with the synthesis index method basically. Conclusion: 1.The balanced scorecard appraises the development of hospital from many dimensions, with actual development situation match case. 2. The target system has the scientific,feasibility,commeasurable characteristic,it is advantageous to check the development of hospital in comprehensively and dynamically, and find out the deficiency of the hospital promptly.
