| The agricultural modernization in China, which has emphasized in the Central file since 2012, has entered a critical moment, and it has become a narrow gap between urban and rural areas, and a thrust in building China into a moderately prosperous society. The area of the arid and semi-arid climate in China is accounted about 49%, agriculture in the arid areas is an important part of China’s agriculture. Meanwhile, the economic development level in oasis area is far behind the national average level, besides the agricultural production value occupies of the economic value of the oasis’ is higher than national’s. The most diffierent of the agriculture between the arid areas and the monsoon region of East China is the element of water severely constrained in agricultural production, along with the development of economy in arid areas, all sectors of the economy need more and more water, which has led to the water resources in the middle and lower reaches of space distribution, river downstream appear serious ecological problems, which has further proved it to promote agricultural modernization in arid area should take the premise of ecological sustainable development. And it has become a hot research topic to promote agricultural modernization in arid areas.Minqin county, which is located in the lower reaches of Shiyang River, where the rump lake had been dried up, serious deterioration of the ecological environment, is a typical representative of the arid area oasis agriculture. Under the background of the Central comprehensively promote the agricultural modernization, I conducted the Quantitative evaluation of Minqin Oasis Agricultural Modernization from four views which were the agricultural production level, and the rural development level and sustainable development level, based on the domestic and foreign research of agricultural modernization.Under the background of the Central promote the agricultural modernization comprehensively,based on the domestic and foreign research of agricultural modernization, divided the agricultural modernization into four dimensions of conditions, which are the agricultural production level, and the rural development level and sustainable development level. ○1From the time point of view: the agricultural modernization in Minqin County,increased fast from 2002 to 2006; during the year from 2006 to 2010,with the Minqin County attach importance to ecological management and recovery, the development of agricultural modernization was slow; in next stage from 2010 to 2014,with the promoting agriculture, the rapid development happened in agricultural modernization. ○2From the point of view of space, the comprehensive evaluation of agricultural modernization presents the decreasing in the order of the Huanhe irrigation district-Baqu irrigation district-Changning irrigation district- Quanshan irrigation district- Huqu irrigation district. ○3According to the field investigation and analysis, with the young labor force outflow, the age structure of agricultural workers is too old, meanwhile, the cultural quality is low. The farmer’s part-time job shows the phenomenon that the farmer in the sub urban agricultural area is the easiest to get the part-time job, the fringe’s come next which is more than the typical’s. The sub urban agriculture planting structure is the fruit industry and the sunlight greenhouse, which the greenhouse occupy the major of the agricultural income; typical agricultural planting pattern is the fruit industry and economic crops and the sunlight greenhouse, which the economic crop occupy the major of the agricultural income; marginal agricultural planting structure is the fruit industry and economic crop, which the economic crop occupy the major of the agricultural income. As for the animal husbandry, which has little difference among the research areas, showing the characteristics of balanced development.Finally, based on the differences of the agricultural modernization in different irrigations, and combined with the current policy related agricultural modernization in our country to put forward the following suggestions: 1.It should narrow the gap of the agricultural production among the region and realize the balanced development of agricultural production.○1 It should stability promote the construction of high standard farmland, and improve farmland output level.○2 It should adjust the agriculture structure reasonable, and promote the development of grain feeding project. ○3 It should authentic right of the land and speed up the land circulation. 2. It should take the efficiency of agricultural development into account and co-ordinate the development of county scale agricultural.○1 It should establish the agricultural industry chain, and increased the added value of agricultural products to improve the level of farmers’ income. ○2 It should construct the agricultural logistics system, which can covere the entire country, and invigorate the circulation network system of agricultural products.○3 It should fully accelerate the pace of urbanization, and adjust the regional economic structure.○4 It should improve the agricultural insurance system. 3. Comprehensive Class recommendations. ○1 It should increase the agricultural science and technology promoting, and train the professional farmers. ○2 It should strengthen the construction of rural infrastructure, and construct a harmonious and civilized countryside. |
