Study On Government Investment Risk Of Land Consolidation Project In The West Of Jilin Province

With the economic and social development into the new normal, the government, society and other aspects of the government’s investment projects are increasingly concerned about the risk of research. This paper expounds the project investment risk of the basic concepts,classification,identification,evaluation,control and government investment project types, characteristics,mode,and land consolidation project approval,approval,and investment patterns based on theoretical knowledge. On the basis of this, this paper takes the land consolidation project in the west of Jilin Province as the research object, and collects the background, conditions, main contents, investment estimation and implementation requirements of the project.For scientific and accurate analysis of the western of Jilin Province land consolidation project investment risk factors, the experts scoring method, Delphi method, analytic hierarchy process methods of investment risk indentication, and use the fuzzy comprehensive evaluation method were studied. By analysis of the investment risk factors of the project implementation may bring risk and the influence degree of. Finally, on the project investment risk identification and evaluation of proposed the goal of prevention and control of risk, and points out the method to control the risk factors, and put forward the prevention and control measure of capital risk and five kinds of risk factors itemized, strengthen government investment project risk prevention, to ensure that the government investment to achieve the desired results.Through the research, we can draw the following conclusions:1. Due to government investment in land consolidation project involves a lot of money, Project implementation needs to be done jointly by local government,land,finance, agriculture and other departments and construction units, collective economic organizations participate together to complete. There is also influenced by national policies, natural environment, water protection, soil improvement of many external factors, so the government investment in Jilin Province western land consolidation project have a certain risk.2. By consulting historical data and related literature, the scientific analysis of project investment risk factor, Government investment in land reclamation project in west of Jilin province carry risk is feasible.3. In view of the government investment land reclamation project in west of Jilin province possible risk factors, need to use project risk management theory, take risk acceptance, risk transfer, risk mitigation methods, make strict risk prevention and control measures, can effectively guard against the investment risk, use government funds management, ensure the project to achieve the expected results.
