Study On Effectiveness Of Land Remediation Planning In Jilin Province

On the basis of related theories and development process of land consolidation athome and abroad, this thesis combined empirical research with theoretical studis to selectsome representative case studies of land consolidation, and then collected useful data tolay a good foundation in order to evaluate the investment of key projects of landconsolidation in Jilin Province. Futhermore, for the study of the new round benefitsanalyses of Jilin land consolidation planning, this thesis selected some evaluation factorsfrom three aspects (economic, social and ecological benefits) to bulid a comprehensiveevaluation index system of land consolidation benefits, and then applied qualitative andquantitative methods to evalute the different impacts and effects of construction projectson economic, social and environmental fields.The main conclusions are:1) According to the content of <land consolidation planning in JilinProvince(2011-2015)> and related national standards, this thesis estimated the investmentof land consilodation in Jilin Province. The total amount of investment is46.966billionyuan.2) Accoarding to the analysis on the economical benefits of land consolidation, thetotal amout of investment is46.966billion yuan, and there are0.31938Mu arable landare added per10thousand; expected return are6.158billion yuan; payback period is about8years; static ROI is13.11%.3) The new round of land consolidation planning in Jilin Province will help the farmers increase the per capita net income at around253yuan, this will significantlyimprove the living standard in rural areas. Also,0.89million Ha quality arable land will beadded in the whold province, which will provide a good foundation for food security anddevelopment of construction land;0.33million Ha black soil region will be remediated,and the percent of soil erosion ratio will decrease with5%, will will improve theecological environment and increase the land utilization. In conclusion,the benefits of thisnew round land consolidation are very significant.
