The financial ecological environment in good condition is the basic condition of the regional financial system, which give full play to the positive role and the sustainable development of regional economy. The financial ecological environment in the region, not only affect the implementation of the local economic policy, monetary policy, financial resources, ecological resources, geographical resources and other aspects of resource allocation efficiency. The stable and healthy development of the regional financial system, for the region’s economic, financial and external investment resources attraction plays a decisive role to some extent. These factors affect the region’s political, economic, and sustainable development of all aspects of people’s lives. Therefore, the rural area economic development and stability, improve the degree of financial policy, the implementation of economic policies in rural areas, rural residents’ degree of credit business, as well as the rural local government intervention in the rural financial activities, local financial institutions stand on one’s own and other aspects of the development of the rural financial ecological environment evaluation. The rural financial ecological environment of rural area contains a more comprehensive external economic, political, natural environmental factors, has a great influence on the development of rural economy. Therefore, a comprehensive study of the rural financial ecological environment and influence can provide a new way and the development direction of regional economic development.The thesis will be divided into the following five parts:the first chapter is the introduction part mainly proposes the related problems of the financial ecological environment in rural areas in Heilongjiang Province, introduces the background and purpose of research, then put forward the research of financial ecological environment in Heilongjiang Province, the County Rural theory meaning and practice meaning. The first chapter third section analyzes the domestic and foreign research results for the rural financial ecological environment of representative scholars, on this basis; reference and research content and provides a theoretical basis for the selection of good research ideas and research methods. The second chapter mainly defines the meaning of the financial ecological environment, rural finance ecology theory, the object of research, and elaborates the related theories from three aspects of ecology, ecological economics and the theory of financial development, provide theoretical support for the thesis, and a brief description of the county financial ecosystem. The third chapter combines the45county area of Heilongjiang Province.10years of data to analyze the present situation of Heilongjiang province rural financial ecological environment, a comprehensive understanding of the system of Heilongjiang province rural economic base, policy environment, investment in agriculture, the development status of operation of the financial environment, the society in four aspects, and sums up the existing financial and ecological environment in Heilongjiang province the problem of the present stage. The fourth chapter through the general method of financial ecological environment in rural areas are briefly introduced in this paper, according to the actual situation of the selection method, the application, through the method of factor analysis o deal with the actual data, using the data development analysis to the situation of rural financial ecological environment evaluation in County of Heilongjiang province. The fifth chapter based on the empirical research conclusions, the method and the policy of optimizing the financial ecological environment in rural areas in Heilongjiang Province.
