The current management system of public hospital in our country is established under the condition of highly centralized planned economic system after the founding of new China. In the mode of "combination of management and enforcement ", the government establishes and directly manages the public hospitals. The health administrative department plays the "referee" and "athletes" in a body, which is not only responsible for the supervision and administration of the whole medical industry, but also is responsible for the specific management of the public hospitals. With the development of socialist market economy, the drawbacks of "combination of management and enforcement" are gradually clear, which need to be solved. For example, the health administrative department makes no distinction between management and enforcement, "offside" and "absence" coexisting at the same time; each department act on its own, multiple supervision existing; hospitals are lack of the necessary decision-making power in operation and management and so on. Therefore, to construct the mode of "separating management from enforcement"—which can meet the needs of reality—has become a top priority in the reform of public hospitals management system in current China.This paper mainly uses the methods of literature research, comparative analysis and case analysis. On the basis of theoretical analysis and summarizing the drawbacks of the "combination of management and enforcement" model, this paper puts forward the basic principles that the reform of public hospitals should be followed in China, and uses them as guidelines to compare and evaluate the various modes of reform practice. At the same time, through combing and comparing the practice models of public hospital reform in Shanghai, Shenzhen, Suzhou, Zhenjiang, and Shishi, this paper summarizes the valuable measures and limitations of every reform models. Then aiming at these problems and limitations of every reform models, this paper also tries to present countermeasures and suggestions to further deepen the reform of "separating management from enforcement" in China’s public hospitals and improve the management system of public hospitals.
