Research On The Operation Mechanism Of The Council Under The Corporate Governance Of Public Hospitals

【Objective】The purpose of this dissertation is to deepen the reform of the public health system and actively explore and improve the operating mechanism of the public hospital corporate governance council that is appropriate to China’s national conditions.This will serve as a reference for the reform of the public hospital system and further establish a multi-pronged approach for the medical and health institutions in China.A variety of forms of corporate governance institutions provide the basis for research.The research results have a certain theoretical significance.The first is to enrich the relevant theories of corporate governance and further clarify the principles of theoretical application;the second is to help deepen people’s understanding of the goals and ideas of public hospital reform,and further provide a relatively objective basis for the establishment of other forms of corporate governance structures in public hospitals.At the same time,it has strong practical guidance.The first is to improve and improve the council-type corporate governance structure and operation mechanism,and provide practical references for the reform of corporate governance in public hospitals in China;second is to further clarify the responsibilities,rights,and benefits of hospitals,health administrative departments,and other stakeholders to develop public hospitals.The formulation of institutional reform policies provides lessons.【Methods】In this study,through the literature search method,we reviewed public hospitals’ corporate governance policy documents and other materials,conducted in-depth research and analysis of relevant theories of corporate governance,and learned and summarized existing corporate governance models at home and abroad;refer to relevant questionnaires with credibility.Investigate the questionnaires on their own and conduct questionnaire surveys on some public hospitals that have implemented the corporate governance of the Council,understand the current situation,and sort out the main problems in the operation process.In combination with semi-structured in-depth interviews,the relevant opinions and opinions of the corporate governance of the hospital council were fully collected to provide advice for the establishment of the operatingmechanism of the public hospital council.Based on the literature retrieval and survey questionnaires and interview results,the basic principles of corporate governance theory were used to quote and learn the governance research experience of foreign public hospitals and company board of directors,and standardized analysis method was used to construct the model of the council’s operation under the corporate governance of public hospitals and to design the mechanism..【Conclusion】The problems and deficiencies in the process of the corporate governance of the implementation council of some hospitals in China are sorted out.Since the implementation of corporate governance in public hospitals in China is in the initial stage,various operating mechanisms are not perfect.Mainly manifested in the fact that the selection and appointment of board members is not strict and the organizational structure is irrational;the support and decision support system of the board of directors is not perfect;the incentive and evaluation mechanisms are not perfect;the supervisory and restraint mechanisms are in a form and play a role;the coordination guarantee mechanism is not perfect,and the law The system is not perfect and other issues.A model of the operating mechanism of the council under the corporate governance of public hospitals was constructed.This study constructs the operational mechanism model under the guidance of the principal-agent theory of economics and management,the theory of stakeholders,the theory of property rights,and the separation of powers theory.The operating mechanism of public hospitals mainly includes the organizational structure of the council,decision-making mechanism,incentive and evaluation mechanism,guarantee mechanism and so on..According to the established public hospital council operating mechanism model,six internal mechanisms for internal operations were designed.Therefore,internal operations and external operations are coordinated with each other,and each unit performs its duties to ensure the quality and efficiency of the operation of the board of directors and to safeguard the public welfare of public hospitals.
