In semi arid area, water resource is an important factor which restricts the development of social economy. It is an important basic condition to maintain the normal and stable ecological environment. However, with the rapid development of the continued growth of the population and the economy, accelerate the process of industrialization and urbanization and unreasonable exploitation and utilization of water resources intensifies, the shortage of water resources, water pollution has become a serious global crisis, restricts the improvement of people’s living standard, social stability and economic development. Based on the study of the optimal allocation of basin water resources in the semi arid region, it can provide scientific basis for the rational allocation of water resources, efficient use of water resources and the safety and stability of water ecology.The study on extensive reference to previous on optimal allocation of water resources research results based, in Ningcheng County as the object of study established the multiobjective water resources optimal allocation model, case study of rational allocation of water resources in the region. The main research contents and achievements of the paper are as follows:(1) Study on water resources optimal allocation and ecological environment water demand, and make a summary of the laws. In Ningcheng County as an example, on the region of the current water situation gives analysis, Ningcheng County, based on the transformation characteristics of nature and social binary basin water cycle system, the area is given in the process of the development and utilization of water resources of some main problems is proposed.(2) The analysis based on the present situation of basin water resources, water supply and demand situation, described in detail the various industries to the conventional methods for prediction of water demand. Furthermore, the forecast and the balance of water supply and demand of Ningcheng County in 2020 and 2030 production water, living water, ecological water are analyzed. To determine the Ningcheng County ecology oriented optimal allocation of water resources is necessary.(3) According to the specific characteristics of Ningcheng County, the ecological and environmental water demand in water sector. Using multi-objective optimization theory, and established the living water, ecological and environmental water, water of the first industry, the second industry and the third industry water comprehensive benefit as the goal of regional water resources rational allocation model. And to different level years under different guarantee rate of water resources supply and demand situation is based on the formulation of the model parameters and function in Matlab toolbox, combined with the ideal point method to solve the Ningcheng County water resources optimal allocation model. The optimal allocation of water resources in the area is obtained, and the rationality of the scheme is analyzed. Fundamentally solve the contradiction between supply and demand of water resources in the basin.
