National Student Loan Policy Implementation Problems And Solutions

Eighteen Party Congress calls for further insisting on the priority of education development, in order to effectively provide conditions for the scientific development of education, to protect and promote the development of higher education, to achieve education fair, making new progress in their educational rights, and to ensure the smooth implementation of the strategy of national development through science, education and talents. We must do the work of Students Financial Assistance to achieve educational equity and improve the quality of education. Therefore, the National Students Loan Policy has become a worthy research project.Since its implementation in1999, the Party and government attach great importance to the National Students Loan Policy, including the concerns of community. To some degree, this policy alleviates the contradictions of students from economically disadvantaged families to enter institutions of higher learning, helping them realize their dream. It also achieves certain results. However, it suffers the obstruction and causes some problems in the implementation process. From the perspective of public policy theory, the writer analysis the deficiency and the reasons of National Students Loan Policy, put forward some countermeasures and suggestions. Including:policy stakeholders (Governments, banks, universities, students) cooperate with each other, form a joint force; gradually improve the components of National Students Loan Policy itself; increasingly optimize the external environment, of the policy, for the smooth implementation of the National Students Loan Policy.
