Research On Implementation Of The National Student Loan Policy At Institutional Level

National Student Loan Policy is an aid policy which is establis bed to support students with economic difficulties to continue their study.In 1999,it was first tried out in Shanghsi,Beijing and six o ther cities,then popularized in the whole country in 2000 After a f ew year's operation,this policy met with a boffleneck,for it had c aused problems such as the high rate of loan arrears,and bank loa ns,and even in some provinces,it has been suspended once.As a result,the state council promulgated a document named "Suggestion s on further improuing the work of the state's grant loan"(usually a bbreviated to the No.51 document)This document made considerable revisions to the former one,but there also appeared some problem s during the implementation of it.Most of the existing researches l eys special emphasis on showing the overall effect from the surface, but few of them focus on analysing special college's implementati on.In ziew of this sifuation,this research takes Hunan University of arts and science for example and pays special attention to the st udy from every aspect.Through the case study,this essay is expect ed to provide some valuable reference for the formulation and impl ementation of this policy in the future.The essay centers on three issues,hwo Huas carries out the N 0.51 document,what's the effect of the implementation,what are the problems and the causes,to dissect and diagnose the implement ation of it,analysing and summarizing the forming of these proble ms and causes.Based on this,the essay aims at making several su ggestions on formulation and implementation of this policy selective ly.On the level of the formulation:to make laws specializing in th e state's grand loan;to build up a state's unified individual credit s ystem;to make the responsibilifies on the parts of government,ban k and schools clear and definite;to design flexible and diversified f orms of paying off the debts.On the level of the implementation:t o improve the detail operation methods and inspiring measwres;to improve the academic working mechanisms;to improve the school i ndividual's credit management system;to make full use of the stat e's grant loan policy's help and the educational funtion.And make better use of this policy benefical to both people and the state.
