National student loan policy is CPC Central Committee and State Council's major decision to ensure the implementation of the strategy of rejuvenating the country through science and education, and to accelerate personnel training, particularly the finance-difficult outstanding students'further study. It's the country's important move to promote educational development by taking advantage of the financial means to support the deepening reform of the higher education system. Though achievements have been made, the potential contradictions and problems of the policy in the implementation process gradually exposed, because of the limit time of implementation and the incompletion of supporting measures. This thesis tries to analyze these existing implementation problems of national student loan policy through literature review, interviews, questionnaire and online survey. To indicate the direction of studies, the thesis first describes the conditions of the effective implementation of policy, namely policy resources, implementation of the main target groups, and theoretical model of policy implementation. Then based on the elaboration of the successful experience of foreign student loans and the development and present implementation of the ones in China, the thesis points out that problems, like hard work in qualification examination, complex paperwork in application procedure, and serious defaults issues, exist in the implementation of national student loan policy. From the perspective of policy implication, the thesis further analyzes the reasons taking S Higher Vocational College in Guangxi as an example, from the perspectives of government, bank, school, and student, by using the policy implementation process model is the " Smith " model and policy implementation failure model is the " tub " model. In the aspect of government, the functions of the government role are not obvious, and it is lacking of financial support and qualified local accredited institutions. For the banks, there is imbalance between supply and demand, which drains banks' enthusiasm, and contradictions exist between student loan policy and operation of financial institutions. From school's perspective, funding center in some colleges and universities are not familiar with the business; schools fail to collect students'accurate information; subjectivity usually affects the identification of poor students. For the students, their understanding of national student loan policy is limited, and some of them lack of the awareness of honesty. Finally, the thesis comes up with countermeasures to improve the implementation of national student loan policy:Firstly, government functions should be given full play by perfecting relevance laws and regulations of national student loan and transferring the national student loan center from universities to students'source place. Secondly, banks should be motivated to take part in national student loan by strengthening training of government, universities and banks, building cooperation relationships among them, and developing practical measures to lower the default rate of loans. Thirdly, management responsibilities of loans should be enhanced in universities by establishing special management department, reinforcing post-loan management and setting up multi-level subsidization system. Fourthly, students'awareness of trust should be improved by increasing the propaganda of national student loan policy, timely carrying out stage trust education, and constructing university student personal credit system.
