State Student Loan Policy Research

With the on-going deepening of the reform of the higher education system & the great expanding of the higher education scale, higher education in China is witnessing a new trend from elite education to the mass or qualify education.From 1997, colleges nation-wide have undertake a compatible charge. The tuition of the higher education has been increasing a lot with the great development of economy as another key reason, which, to some extend, relieves the conflict between the deficiency of input from the government and the increasing requirement for capital as a result of the fast development of higher education, and stimulates the sustainable development of the education industry. However, in the other side, high tuition aggravates the burdens of the students and their families, some of which even can't afford .So the number of poor students increases year by year .The government formulates the policy of grant-in-aid loan for students timely, and designates the commercial banks to provide loans on credit for those full-time university students who are really too poor to afford the tuition, the lodging, and other necessary expenses, the policy is a great governmental act to promote the educational industry in a way of finance. It is a concrete manifestation of the proactive of the Three Representations Theory. Therefore, it is of great significance to systematically research the policy itself, and the problems met in practicing it to perfect it.This article aims to present a solution to perfect the policy of the grant-in-aid by analyzing the problems above, referring to the similar occasions abroad, and combining them with our own case at present. The article covers the follow:Part One : Begins with the background of the emerge of the policy ,then analyzes its significances of offering study of course poor students & relieving the burdens of the colleges , of course , to some extent , stimulating the demands of consumption and investment.Part Two: Summarize the evolution, the main contents, and the characters of the policy.Part Three: Analyze the present conditions of practicing the policy and the problems existing, and discuss the causes.Part Four: Analyze the conditions about grant-in-aid loan in the U.S.Aand Canada toacquire some useful experiences and enlightenments doing so.Part Five: Considering problems existing, combining my own deliberation, bring up some suggestions about the policy of grant-in-aid loan in our country.
