With the rapid development of economy and medical technology in China,people’s knowledge of disease prevention and treatment grow fast. Health careservice changes from the individual to the group. The importance of communityhealth service institutions is more and more prominent. Nursing work incommunity health service center ranges from clinical nursing to the community,family, and all people care. General nursing includs prevention, healthadvicement, medical service, rehabilitation, health education and family planning.That requires higher quality of nursing staff in community health service center.This research based on the statistic in Shanghai center urban communityhealth service system. It relied on the new public management and communitypublic service supply theory, and explored basic concepts, function of communityhealth service system. Take Jing’an District Community Health Service Center forinstance, this paper studied deeply of the specific urban community health servicecenters to enhance the overall quality of nursing problems.The study found that after years of exploration, urban community healthservice centers develop very fast in recent years and has made considerableprogress. The community health service centers have significantly improved theirnurse’s educational structure, training and continuing education mechanisms.Management became more scientific. Nursing projects gradually upgraded to aprimary prevention. Nursing skills of urban community health service centers hasimproved. The research found that:①Team structure needs to be improved;②Lack of access mechanism;③Single incentives. Meanwhile, make the followingobservations accordingly:①Accurate positioning duties;②Strengthen teambuilding, adjust the position structure;③Develop access mechanism andstrengthen post-training;④Continue improvement of the external and internalenvironment.
