The Mechanism Research On Ecological Compensation Of Coal Resources Development In Northern Shaanxi

Shaanxi is the largest coal resources development province, which has very rich coal resources. Recent years, large-scale development of the coal resources helped to make the rapid economic development in the Shaanxi, as well as put the fragile ecological environment at an increasingly severe risk. Coal resources that found in Shaanxi are almost located in the drought, fragile ecological environment areas of Weibei and the Northern Shaanxi Loess Plateau, especially in Northern Shaanxi’s energy and heavy chemical industry bases, coal resources buried in shallow, where coal seam is thick, are very suitable for mechanized mining of large-scale, but also easy to form contiguous mining subsidence areas, which results in many problems like water pollution, air pollution, destruction of farmland and woodland. To perfect ecological compensation mechanism of mineral resources development is of great practical importance to the rational development of the mineral resources of Shaanxi Province and the construction of two-oriented society. It also helps to promote sustainable economic and social development in Shaanxi Province.On the theoretical basis of ecological compensation mechanism, including public goods theory, externality effect theory, ecological capital theory, property rights theory, the content and the framework of the coal resources development and the ecological compensation theory are discussed. These theories give strong support for establishing and constructing coal resources development compensation mechanism in Northern Shaanxi. This article summarizes the present research of the ecological compensation mechanism at home and abroad in order to discusses the situation and problems of the energy chemical industry base of Shaanxi coal resources ecological compensation, and draws the lessons from the domestic and foreign mineral resources development ecological compensation practical experience to provide experience for construction of northern Shaanxi coal resources ecological compensation model.After a certain theoretical and empirical analysis, at last, the article focus on the establishing and improving the ecological compensation mechanism of the coal resources development in Northern Shaanxi, including the constructing principles, stakeholders determination and the amount of compensation fee collection model. After building model,Yulin City is taken for example for the empirical analysis. A detailed survey about theecological damage caused by the development of coal resources is carried out, and someconclusions are put out. This paper suggest that residents, businesses, and government areneed to jointly coordinate and construct to establish and improve the development of coalresources ecological compensation mechanism in Northern Shaanxi, and only the three kindsco-coordinately operation in order to healthy develop the ecological compensation activitiesin mine areas.The construction of coal resources development, the ecological compensationmechanism model, and the implementation mechanism and supervision mechanism are themain innovation points; the example of Yulin for the empirical analysis of coal resourcesdevelopment ecological compensation standard pricing model is the innovation point as wellas a difficulty.
